Prevent Overcapitalization

HERE are many things the government can do to check the
rising tide of combination for the suppression of conipeti-
tion. It can so amend our laws that the stocks and bonds
of corporations SHALL NOT EXCEED THE CAPI
TAL INVESTED in the enterprise, and there will be instantly re
moved one of the most potential motives for modern consolidation.
If this had been the law, Carnegie would have endowed fewer
libraries, but there would have been less softening of the MORAL
tissue for educational processes to strengthen.
I venture the assertion that had such a law been in force during
the last quarter of a century nine-tenths of the consolidation which
has revolutionised business would not have occurred, and, while we
would have fewer magnates, WE WOULD HAVE MORE MEN.
IT IS QUITE LIKELY THAT SOME MANUFACTURERS WOULD
HAVE GONE DOWN IN THE RIVALRIES OF TRADE, BUT IT IS
BETTER TO DIE FIGHTING THAN TO BE STIFLED IN THE DUST

It is a nutter of no little gratifica
tion to those engaged in international
commerce that the Russian vessels in
Manila harbor will not be allowed to
make such repairs as shall render
them sea-worthy. It is pointed oat
that there can be no reason to believe
that these little Russian cruisers
hope, or expect, to attack Japanese
naval vessels and their only remain
ing mission would be to prey upon
commerce. The United States has
long sought to secure the adoption,
as a tenant of international law, of
the proposition that "the goods of
neutrals, found in neutral bottoms
(ships i shall not be regarded as con
traband of war unless consigned to a
belligerent." Russia has been ob
durant in her opposition to this doc
trine and, as in the instance of the
Knight Commander, did not hesitate
to seize and destroy American flour
carried in a British vessel and con
signed to Hong Kong, on the ground
that it might eventually fall into the
hands of the Japanese commissariat.
The bottling up of the Russian
cruisers in Manila Bay will therefore
materially enhance the safety of neu
tral vessels and of cargoes, the prop
erty of citizens of neutral powers.
