    The Penltentary Yawns.
The Portland Telegram says : "A sen
sational statement, containing serious
charges against Detective Frank Snow,
and casting grave aspersion upon De
tective John Kerrigan, was filed with
General Charles F. Beebe. chairman of
the Board of Police Commissioners, to
day: The statement is signed by L. R.
Fields, a real estate dealer, having offices
in the Alisky building, and Councilman
Sharkey, who is a part owner of the
New Grand Central Hotel. In the hos
telry, named, Frank Kemper, a farmer
near Hillsboro, Or., was robbed of $50
Friday night, and the direct charge
named against Detective Snow by the
signers of the statement is attempting
to persuade the complaining witness to
leave the city and to drop prosecutiqn of
the case, after he bad notified the police
of the robberv. Xo direct charge ii
made against Detective Kerrigan, but
he is compared with "Bob" Patterson,
who is said by the police to be notorious
as the friend of thieves, and whose
saloon become so noted for robberies that
the City Council refused to renew his
license.
After the robbery had been reported
to the police, Chief Hunt detailed De
tectives Kerrigan and Snow upon it.
In the meantime Councilmen Sharkey,
Bently and Foeller, together with L. R.
Fields, took up the case, and learned
enough to convince them that some
thing was decide wrong, and that the
detectives were not making proper
efforts to catch the thief and prosecute
the case. Subsequently they went to
the Union Depot, where Kemper, the
complaining witness, was found. He
was about to board his train for Hills-!
bore. Mr. Fields placed him nndr
arrest, and he was taken to the City Jail. I
Annie Pollard was arrested Saturday j
by Detective Snow. She was charged !
with Kemper robbery, and in the Muni- j
cipal Court this morning she waived
examination and was held to the grand
jury under $1500 bonds.
Both Detectives Kerrigan and Snow
deny the charges against them.
Chief Hunt stated that there will be
a thorough investigation of the case."
Is it any wonder that life and property
are notsafe in Portland? Is it any won
der that vigilance law is advocated and
commended? Is it any wonder that
Portland is s stench in the nostrils of
Oregon.
