The demand for better highways Is more earnest and widespread today tlian it has been at any other stage of Pur national development Interest In the subject pervades every vocation of life, and the newspapers of the country now devote more space to the subject than ever before. The amount of interest that has thus been aroused among the farmers and business men of the country by good roads literature acd good roads trains could not be exaggerated. All this is surely most encouraging. It promises much, because It is one of the characteristics of the American people to do the thing they once make up their minds to do. They are a patient, long suffering folk, but they hare final ly made up their minds to have better roads. Just why we are so far behind other nations in a matter vitally affecting every social class Is a Question that may be variously answered, but the lamentable truth is thrust noon us by too many of the unpleasant Incidents of daily travel to require either em phasis or Illustration. Old and young, rich and poor, the farmer no less than the Inhabitant of one of our wealthiest and most densely populated cities, all pass over the same highways on foot, on horseback, on a wheel or in some sort of-vehicle, and they unite In con demning the deplorable condition of ' the roads in every commonwealth and territory of the Union,- a state of things that would not be tolerated In any other civilized country. Of the existence of the evil there cannot therefore be the least shadow of doubt. for the chorus of complaints is too tux pleasantly familiar and universal to fidmit of the possibility of a mistake or to be attributed to the mere pleas ure of grumbling. To the home of the farmer there can be brought almost every social and economic advantage of town life, and that, too, at a cost less than that which he now pays for what he does not get. It is no. less true that the way In which" the farmer might obtain such advantages, assuming that -they are really desired, is to construct and maintain good roads. A good road system Is therefore a most potent en gine of social reform, while the evils of country life are but the temporary inanifestaiions of a period of transi tion; hence to bad highways may be ascribed most cf the woes of our agri cultural classes, not to mention the many grave evils they entail on mod ern city governments. Wise, therefore, was General Joseph IWheeler when he declared that "the prosperity of our country depends so largely upon the prosperity of our fanners that everything possible should be done to make life In the ru ral districts agreeable as well as prof itable, and nothing could conduce xnose to the comfort and happiness of our people than the improvement of the roads." Scarcely less significant was the opinion Mr. John TVanamaber ex pressed while postmaster generaj to the effect that "enlarged free delivery or anything like universal free deliv ery will have to be postponed until there are better facilities of communi cation through the rural and sparsely settled districts."
