PRKPARING FOR THK CANAL. San Francisco, Nov. 11. Advices received from Fiji state that the British Government is preparing to establish a naval coaling station on the Islaud of Suwarrow, in anticipation of the construction of the isthmian canal. Suwarrow Island is to the eastward of Samoa aud north of the Cook Islands. The government of Fiji will this year import into these islands 729 East Indians as contract laborers for the sugar and other industries there, applications for that many having been approved. SPANISH GENERAL INSANE. Nkw York, Nov. 10. General Toral, who commanded the Spanish army at Santiago de Cuba at the time of the town's surrender, lost his reason in this way, cables the Madrid correspond ent of the Herald: A few days ago, while at Alhambra: in the southwest of Murcia, he received instruction from the Spauish government to draw up a full account of the surrender of Santiago. From that time he showed great signs of agitation, and was fre quently heard repeating the words, "Surrender, surrender." The news has created a sensation in Madrid.
