Resuming his testimony this morning before the Senate committee on the Philippine?, dmiral Dewey gave further details regarding the arrange ment he had with the Governor General for the surrender of Manila just as soon as the American troops arrived to ake possession. He aays he fired a few shots at Fort Ma ate and then signalled the Spaniards asking them if they urrendered. A few seconds later a white flag was hoisted by the enemy. It was fully understood among the squad ron that there was to be no resistance by the city.
