WEIGHT OF AN OPINION. "Interpretation of the coustitntion of the state will be the chief element in the settlement of the question as to the salaries of state officers. The l'a salary matter will, besides that of election of a United States Senator, absorb the attention of tbe coming Legislature."" This was the remark of a well known Portland lawyer in conversa tion with The Journal. "I have noticed," he continued, that verbal comment attributed to members of the constitutional con vention that drafted the organic law of Oregon, have always been in fluential in directing the manner of interpreting that instrument. I have understood that Judge Shat tuck frequently stated that it was not the intention of the ccnstiintional framers to limit the etate officers to the salary named, but merely to es tablish these stated salaries for the time being, and expected that future conditions would cause alternations as seemed best. ."Although 6nch verbal statements are Dot to be considered in the inter pretation of law by courts, yet it cannot be denied that the personally expressed views of members of the constitutional convention have wielded powerful influence upon the coarse of thought in that connec tion." WHAT THE LAW SAYS. The constitution says: Article XIII, Section 1. "The Governor shall receive an annnal 6alary of -1500."' Proceeding to give the salaries of the Treasurer and Secretary of State, the constitution then says: "They (the Governor, Secretary of State and Treasure!) shall receive no fees nor perquisites whatever, fur the performance of any duties connected with their respective offices, and the compensation of officers, if not fixed by this institution, shall be provided by law." The language of the constitution and its meaning will be the storm center of legal contention nntil the question of the salaries of state officers has been finally and definite ly setttled. SEN ATOR VND SPECIAL SESSION Gossip, discussion and even wagers are becoming common regarding tbe name of the Dext United States Sen ator. At present chances are even on all these mentioned openly as can didates. One view taken of tbe chances and methods of C.W. Fulton , I - a m ior ine position includes a e.'ever plan. It is said that Mr. Fulton will again be elected president of Ihe Senate. He will then have the ap pointment of committees, iueluding ways and means, appropriations, etc The Multnomah delegation will, in a body, stand for a large appropria tion for the Lewis and Clark exposi tion. By the appointment of certain men on Committees the president can control the appropriations, and rising this for its influence, might secure tbe support of the Multnomah delegation to himself as United States Senator. Although many motives have been atsigned Governor Geer for tbe action he has taken pertaining to tbe extra session of the Legislature for the purpose of settling the flat salary question in tbe case of tbe stale officials it may be (bat he desires to add that honor to bis record as Gov ernor, and not leave it in Ihe bands of his successor. Tbe fiat salary question bas proven popular all over the state, and whoever controls its enforcement will accordingly receive the praise of tbe people. Mr. Chamberlain has declared him self id favor of this reform, and if the present Governor does not take steps to secure flat salaries, Mr. Chamberlain will do so. But Gov ernor Geer may be depended on to call the extra session. Portland Journal. FOR SPEAKER OF THE HOUSE. Lawerence T. Harris, who was re cently elected for tbe second time aa a Representative from Lane county, has announend himself aa a caudidate for Speaker of the House of Repre sentatives. Mr. Harris was born in Linn County in 1873. He received bis early education in the schools of Ergene. Later be entered the Uni versity of Oregon, graduating with tbe class of WY.. Ambitious to obtain a first class legal educatiou, Mr. Harris went to the University of .Michigan Law School, finishing the course and bmg admitted to the bar in ISM. Returning to Eugene, be opened a law office, and wi.h soon ap pointed' Deputy Prosecuting Attor ney for the Second Judicial District, a position he still holds. Two years ago Mr. Harris was elected Representative from Laue county, and discharged the duties of the ofiicH in n creditable manner, be jog recognized as one of tbe leaders ;r,T.i of the lower bonne Iu the election he received a pluralit 1001 votes over C. K. Hale of Laue County. Let Idaho recall Senator Dubois, Democrat, from Washington, lie has announced (hat he opposes the Isthmain canal. A Pacific Coast Senator or l'epreneulative who op poses tbe isthmain caual is aciriosity. He misrepresents his constituencies. Fusion was accomplished in Ne braska by the Democratic and Popn- jllst state conventions jesterday in (naming W. II. Thompson, a demo crat, for governor. The other state officers were divided between the two pat lies and Dryan is again pleased. In case of the King's death the insurauce companies of England will lose millions of dollars. They had guaranteed the coronation would take place and will consequently lofe five million by this, while the death of the King would cause losses to the companies of twenty million more. It is observed that the ouly paper iu Oregon, bearing a seiublenee of Republicanism which is supporting (Iter for United States Squalor and expressing itself as favoring a special legislative Session is the Sttlem Jour nal which in fact is nothing more than a mugwump sheet, masquerading under the gnie of Republicanism. It in also observed that the Democratic press is becoming 6niewhat disinter ested in the all governor since the election is over. The American Type Founder's Company has decided to opeu a large coast branch home at Spokane in order to supply the great growing inland empire trade. John S. Pin ney, of Portland, who is in chargo of both the Portland and Seattle branches, will also have charge of this new branch house, and it is mainly Ithrought his energy, courteous and j fair treatment of patrons, as well as bis superior business qualifications that the company's bninees is ex panding at such a rapid rate through out tbe great northwest.
