LATE DISPATCHES CONTINUED.
Africa between now and Christmas. The department of
the cavalry biigade from Aldershot (orders to which effect
were received there last night, the troopers being instruct'
ed to start for South Africa about the middle of November),
will leave only a single regiment of regular cavalry, the
Thirty-first Lancers, in the United Kingdom. Prince
Arthur of Couuanught, who is a second lieutenant in the
Seventieth (Queen's Own Hussars), goes with his regiment
to South Africa.

Washington', Nov. 2 An important cablegram was re
ceived at the War Department this afternoon from general
Chaffee. It follows in part:
"Manila, Nov. 1. Adjutant-General, Washington.
The following is from Brigadier-Geueral Huges: 'Insur
rection forces on Cebu Island have come in, laid down
arms iu good faith in obedience to the demand of the peo
ple, 60 officers, 470 men, Affairs yet not satisfactory in
Bohol Island; may move additional troops there to force
settlement.'
"This settles for the present, at least, the disturbance
heretofore existing in Cebu. Future disorder in that is
land will be made by deliberate action of the inhabitants,
as peace may be easily preserved if the people are disposed
to do so. Shall advise Hughes to waste no time, but move
ou Bohol immediately. Chaffee."
Washington, Nov i. General Miles has recommend
ed that the Eleventh Cavalry and the Twenty-eighth In
fautry be sent to the Philippines. Two regimeuts are al!
that the secretary desired to order to the Philippines at
present. These regiments are to take place oftbe Fortieth,
Seventeenth, Twentieth and Twenty-second Infantries.
These regiments have been longest in the island and will
be returned as soon as transports are ready.

Grants Pass. Nov. i. A pair of monster panthers
make their home in the rugged wilds of the Silver Creek
region, Western Josephine, and now and then bring tfcath
and destruction to the scattered bands of sheep or goats, or
boldy pre- upon cattle or horses. The home of the big
cats is somewhere near the Silver Creek falls. Every few
days their tracks are found where they have stalked along
the trail, while the deep cries of the .brutes awake the
echoes of the mountain canyons every night as the beasts
go forth, in search of prey.
The male, who is the larger, bolder, and more sagaci
ous of the pair, is becoming a familiar figure in the Silver
Creek region, so often does he show himself. He is a
monster brute, and wise enough to keep from being
bluffed into climbing a tree. Visitors at the falls need not
go out of the way to see this big, skulking panther glide
around beneath the undergrowth, and creep aud crouch
amidst the rocks, as he seeks an opportunity to make the
fatal leap.

Constantinople, Nov. i. The negotiations with the
captors of Miss Ellen Stone, the American missionary, ap
pear to be going on successfully, and her release now to be
only a matter of days. So far from there being any con
firmation of the rumors of her death circulating in the Bul
garian border districts, it is said here that another letter,
written two days ago, has been received from her.
Sofia, Nov. i. The test methods of transmitting the
ransom demanded by the brigands for the release of Miss
Ellen M. Stone, the abducted American rnissionar-, for se
curing the safety of the captives, are engaging the atten
tion of the Samakov missionaries who are conducting ne
gotiations with the kidnapers. It is felt that unusual pre
cautions are necessary in order to safeguard Miss Stone
and others, as there undoubtedly is danger that the cap
tives will be murdered after the ransom is paid.
HEIR TO THE BRITISH THRONE.
London, Nov. 2. George Frederick, Duke of Corn
wall and York, who will succeed to the British throne in
the event of the death of King Edward, was born in i86
and is the second son of the King, his elder brother, Albei
ictor, Duke of Clarence, having died In 1S92. The hei
apparent was married in 189 to Princess Victoria Mary o
leek, who had been betrothed to the Duke of Clarence
and they have'four children, three sons and a daughter
The Duke and Duchess are now on their way to England
on the royal yacht Ophir, after an extended tour of th
British Colonies, concluding with a trip across Canada.
London-, Nov. 3. The Duke and Duchess have arrived
at Loudon from abroad and were given a brilliant reception
on their tome-coming.
GERMANS IN GREAT DISTRESS.
New York, Nov. 1. The Berlin correspondent of the
London limes and the New York Times say that while the
Agrariane continues to demand even higher protective du
ties than those proposed by the government, the distress
throughout Germany is becoming intense. It is estimated
that there are 80,000 unemployed persons in Berlin. Iu
