cf that rank, w ill come from the old estab
lishment will be graduates irom West
Point. All the lieutenants, 2GJ, will be
taken from among officers who saw ser
vice in the SpanuL-American war or
the Philippine rebellion.
This will make a good start for the
young men who go to make up the
13,000 soldiers of the 10 regiments.
Never before, in the history of the re
public, were 10 . volunteer regiments so
well, so fortunately, provided with edu
cated officer, stilled eoldiera of large
and varied experience.
Those 13.000 young men will "ha ye all
their rights as American soldiers, will be
properly cared for io all respects, and
when the fighting begioe, they will be
ably, bravely, oiscreet!y led, so led as to
do the best yos-ib'.e execution, to inflict
the greatest possible harm upon the ene
my, and at the came time, in scch man
ner as to eause the least possible harm
in their own ranks. '
The nation will watch those 10 regi
ment) with onusual interest. There is
going to be some real war in Luzon this

Omaha, Neb., Aug. 22. Nebraska
democrats, populists and silver-republican
met in this city today and fused on
nominations for judge of the supreme
court and two members of the board of
regents of the state university. Kx-Uov-ernor
Silas A. Holcotnb was nominated
for supreme justice by the populists and
indorsed by the other two conventions,
though not without a fight io the demo
cratic gathering, where there was strong
opposition to him.
Recruits Arriving at Cape Town.
Cii't Tows, Aug. 23. Although the
cabled summary ot the counter proposa's
of Transvaal government to Great Brit
ain's proposition is probably incomplete,
it undoubtedly gives the general lines
accurately. The Mafekicg horse regi
ment id mobilizing rapidly, .averal
hundred recruits have arrived and have
oeen equipped. Every train is bringing
fresh recruits.
Reed Has Resigned.
AtoisrA, Me., Aug. 15. The teBigna
tion of Thomas IS. lteed as congressman
in the First Maine district was received
by Governor Powers today. Governor
Powers has accepted the reeigntition,
which lakes effect September 4.
East Portland was visitid by a minia
ture cyclone, Monday. No further
damage resulted than the wrecking of
an old building on Powell street and a
severe nervous shock to the people of
the neigh boi hood. It was a meteoro
logical freak.
By the end of another week it is ex
pected that Col. Bryan will be into the
Kentucky campaign as far as New Al
bany, Ind., which is much closer than
he approached to the enemy in his last
military experience.
The Minnesota regiment of volunteers
has embarked at Manila for home, O'Jli
strong. This does not lessen its heroism
but speaks volumes for good military
management.
Ex-Gov. Altgeld, of Illinois says he
would advise the omission of an explicit
