Proud of Their Uniforms; Now Yobk, July 28. -A special to the Times from Washington says: The suggestion beard at the war department that it would be a wise thing to raise eome troops in Cuba to relieve tbe American troops now on duty there, and provide them with American officers in part, does not meet with tbe most cor dial support from men who are acquaint ed with the conditions that would have to be met. Later, it is said, when fewer of the Cubans 'aspire to be at ones col onels, such a program may be advisa ble. According to all accounts, the experi ment of usiog native troops in Porto Rico has been successful. When Adjutant-Genera! Corbin was asked today what be bad beard about them, he ans wered at once : "General Davis, yoo may have ob cerved has not attracted much attention since be took command in Porto Rico That is a good tign for with the slight est dissatisfaction we ehould be earing s great deal. us nas a oauanon 01 t'orto Kicans in service at San Juan, and Majur Carson, who has seen them ou duty, teils me that they are fine men, ntder admirable .discipline, proud cf tbeir uniforms and Ibeir government, and with many lieu tenants of their own race and language are quite contented and useful. "I hope that this attempt to make use 4 tbe natives in Porto Rico may be ex tended, and that in other ways tbey may be encouraged to protect and provide for themselves. When the time comes for Cuba to follow in the s;me path, we shali be glad to withdraw our troops and afford them opportunity to show their capacity for preserving order." Paul Cor coran, who has been on trial here for Several weeki for ibe murder of .fames Cheyne, a Bunker Hi!) & Sullivan niiil man, in the Warduer riot, on April 2t, was today convicted of murder in the second degree. At 1 o'clock tiiiu after noon, Judge Stewart sentenced Corcoran to 17 years in the penitentiary. I'ndcr the Idaho laws tbe punishment for mur der in the second deres is imprison ment for from 10 years to life. The verdict aud sentence are generally approved in AVallace and Warduer, and are accepted by law-abiding people as the end of labor riots in the Coeurd' Alenes. Union sympathizers confident ly expected an acquittal, aad the ver dict was a great shock to them. Coroo- rau'a attorneys denounce tbe verdict as an outrage. The general impression is that they will not appeal, bat will trust to executive clemency rather than risk another jury trial. Kentucky Populists.
