Ill aceertng a riqnet tor their opia ion ae to tbe advisability of an evira eee-fion of congress, both Oregon con gresaoien say they 6ee no need of it. It is the intention of l'reeMent McKm- 1-T to be in the Weettrn sta'es at tLe time of the return of ihc volunteers who have done heroic service in the Philip pines. It is expected that the necessity lor the retention cf the Tolunteere in the island of Luzon w.Il not exi-t much longer, aod when the volanieers reaoh their native etates fo.r muster-out Mr. McKinley hopes to be there to ereet and hon r them. If the trip to tbe West al ready planned should not occur when tbe Toluoteers are returning, another journey will be rr.ade to carry ont this purpose. Daily Oregonian comment 01 tho late Cow Creek disaster: Tne opinion of the coroner's jury, as expressed in connec tion with tbe deaths resulting from the late. railroad accident in Sou'hero Ore gon, is that tbe Southern Pa .'i tic Com pany took the ri-k which le i to this dis aster and death in csin. a ivtonruotive to draw its freight trains tbe weight of which was too graat (or tbe condition of tbe roadbed. In considering the great expense entailed by an accident of this character, it is scarcely reasonable to appose that a raiirodJ company would tksa risk of this kicd knowingly, even apposing its managers to 1 lacking in ordinary instincts of buaianity a sup position, of coarse, wholly unwarrant able. Tbe fact remains, however, that in this instance the road went doan un der tbe weight placed upon i:, and it sug gests a lack of official knowledge of ex isting conditions which e!:s for investi gation.
