Sec Q The annual meeting of tbe
board of regents of the Southern Oregon
state normal school shall be he'd at Ash-
Uud, commencing on tbe last Toesdsy
of each school year. Toe annual meet
ing of tbe Central Oregon Mate normal

ing on Tuesday of the week preceding
(he cloao of the school year. Special

t-liall have passed a satisfactory examin
ation beiore the ttate board of education
or a committee appointed by them, in all
the branches of the prescribed couise of
study und the method of teaching them ;
provided, that person shall bave attend
ed the eaid tchool not less ihan one year
sud bave bad n sucessful experience in
teaching before receiving a diploma.
Said diploma shall be signed by tbe.state
board of cducatiou,',by tbe president and
tecretary of tbe board of regents and by
the faculty of said school. All graduates
of eaid school are hereby authorised to
teach in a.uy public school iu this stale
for a period of six years, aud after five
years of successful teaching in the state
of Oregon thall be entitled to a state life
diploma.

conflict w ith the laws of this state, for
the government of the board of regents.
Sec S Tbe regents shall not receive
any compensation for their services, but
may bd allowed their actual and necessa
ry expenses in attending tbe meetings o
the board, to be paid as current expeu
ses of tbe school.
Sec", 1 At the close of each eel 00 1
year the preeldent of the board of re
gents and tbe president of the faculty
slull jointly make to tbe governor of tbe
state a written report showing the trac
eactions ot the board, the condition,
progress aud need of the school, the
number of professors, teachers, students
and employes together with tbe financial
statement of tbe condition of tbe institu
tion, aud such other information as may
be deemed of importance, of which re
ports a sufficient number shall be print
ed by the state priuter for gratuitous dis
tribution throughout the state.

mal schools (here is hereby appropriated
from the general fund of tbe slate tbe
sum of tilteen thousand dollars to be ap
portioned as follows: For tbe Southern
Oregoa statu normal achool $7,500, and
for the Central Oregon state normal

Kecent events demonstrate the val
ue ol long service and experience in
congres.'.
In the last congress we had Mr, Her
mann on tbe river and harbor committee
in the bouse aod next to tbe chairman
for long service. This made bim mem
ber of every committee of conference in
volving such matters between tbe two
bouses and gave bim great influence.
In the past Oregon has been exceed
initly favored, her river and harbor work
has been in excess of any otber state
But when the present congress came
to act on this question, (he house struck
out many items we had an interest in,
and even tried to repeal the acta provid
ing the boat railway at Tbe Dalles and
that for continuing tbe wcrk at Yaquioa.
It remained to be seen wbat the sen
ate would do; tbe senate committee
tbat is identical with the houie com
mittee on rivers and harbors, has jost
acted and tbe bill is reported with
amendments tbat will be a surprise to
tbe house. The matter will now go to
a conference committee, to secure agree
ment. It is eafe to believe that many
if not all of tbe senate amendments will
pass.
Very fortunately, Seualor McBride is
a membet of tbe eenaie committee on
commerce, that at his suggestion and by
hit influence, made tbe changes alluded
to, amounting to half a million dollars
more for our state. What specially
pleased Mr. McBride, was that on bis
showing that tbe Yaquina improvement
had been contracted for at one half tbe
urn estimated by government engineers,
the committee unanimously struck ont
the repealing clause as to Yaquint and
The Dalles boat railway, and made
appropriations .'or both objects, or in-
terterted them in tbe amendments pro
posed .
The bill as now reported, provides as
follows :
For Tillamook. $25,000, an increase ol
$8,000 over the bouee.
Siuslaw.(new) $30,000.
Ccoa Bay (new) 1 150,00 J.
Upper Columbia, (7,500, an increase
of $2,500.
Coos River, (new) $100,000.
Ibe Dalles boat railway, (new) $50,
000. Upper Willamette, (new) $3,000.
Lower Willamette and Columbia, $15-
0,000, an increase of $50,000.
Coquille, below city, $49,000, an in
crease of $15,000.
Clatskaule, (new) $13,000.
Upper Coquille, $'J,000.
