That If any iieraon or per sons ahall wake, sign or issue, or cause lo be made, signed or issued, or abail ac cent or iar. or cause lo be accepted or paid, with design to evade the payment of auy stamp lax, any bill of exchange, draft or order, or promissory note for tho payoienl of money, liable to any of the taxes imposed by this act, without the ssme being duly slumped, or baying thereupon any adhesive stamp for de noting the tax hereby charged Iheroon, he, ahe or they shall be deemed guilty of misdemeanor, and upon conviction thereof shall bit punished by a fine oot exceeding $200, at the discretion of the court. States; and the party to whom the same Is is sued, or by whom it is suld or transferr ed, shall, beforo selling or transferring the same, allix .thereon the stamp or stamps indicating the tix required.
