of a really good newspaper to the com
munity. Year after year tbe site and

there is no royal road to lsarniug so

newspair making. icwspapers grow
by inches, not by leaps aud by bounds.
They are creatures of bard and incessant
toil and honest, painstaking endeavor.
A mau goes to them not only for the
uene, but for history, law and theology.
His ar tells him where to make his
purchase. Crooks find that the man
who reads the newspaper is "onto their
little game" aud they seek the fellow
who is not a subscriber when they want
to sell an exceptionally line gold brick or
a batch of green goods. Iiut a news
paHr must have a reputation just the
same ai an individual and this cannot
be obtained by aelf-recomineudaiions
and vouchers. It mnst go through the
crucible of public inspection before il
cau hope for complete public confidence.
The paper which starts out with an ax in
one hand aud a griudtoue iu the other
never reaches the goal. The neepaer
which begins its life iu thia world by
stating that il intends lo "plant il jwers
over the grave of its conluuiiioraries"
invariably goes to thu journalistic God's
acre unwept, uuhouored aud uiiBUug.
The uewsaier that tries lo rise on the
ashes of its rivals is generally picked up
by thu dirt-cart itself, aud everybody is
glad w lieu tbe rubbish is carted away.

A Dissatisfied Bondsman.
V. Uemenway, one of tho boudsmeu
ol Postmaster Craig, of Eugene, is very
much dissatisfied with the action of the
federal graud jury iu his case, lie
writes a letter to the Oregoniau, iu the
course of which he says : "Craig cm
be.iled 2100. Inspector liorduu stated
iu the presence of tbe live bondsmen,
aud in the presence and hearing of Post
master Craig, that the postmaster had
embelcd about $2100, aud that he
(Craig) bad admitted it to him ; also that
Craig perjured himself in swearing in
tiia quarterly reiwrta to the United States
government that ho had turned over to
the government the, money due from his
ollice, which he had never turned over.
Craig did not deuy thia statement or any
part of it. Mr. Gordon, in speukiuv to
the bondsmen, sid; 'Gentlemen, you
cau walk up aud pay over the little
$.100. That will be all that you will
have to do. I'ncle am will attend to
Craig later ou.' Now, this Postmeater
Craig Lis brought before the Uuited
States graud jury, charged with em
bexxliug about $2100, by tho United
States inspector. The crime is admitted
by Uuited states Postmaster Craig, aud
deuiedby the United States grand jury,
aud now this Unitod States grand jury is
dismissed, and thanked for the .intelli
gent ' maimer in which they had per
formed their dutioe, and the public con

TIIR DEAD LINE DRAWN.
Clerk and Court . In Lincoln Desper
ate War Still On.
The row over in Lincoln county be
tween the county court and the county
clerk, has reached the acute stage. The
county judge Is not allowed by the clerk
to pass behind tho railing in tbo lalter't
office, but la required to stand outside
like the common herd, and call for what
ever papers or document bo may have
official use for. The clerk won't ait at
all with the commissioners court as
clerk of that body. The commissioners
and judge are required to giro receipts
for the journal of tbe county court used
in keeping a record of the proceedings,
and, also to giro receipts to tho clerk for
11 pars, including oven bills against
tho county given to the clerk to be by
him presented to the court (or allowance
or rejection. Tbe clerk, furthermore,
acting on tbe advice of bis attorneys, is
holding out all tb fees collected in his
oflice, having tnrned over not a cent to
the county treasurer since the first of
last August. The court, by way of re
taliation, declines to issue tho clerk war
rants in payment of his official salary,
and so, on and on, with many interest
ing side shows, this trouble among tbe
officials iroceeds.
This parrot and monkey time is the re
sult of tbe act of the county, in arbitrar
ily pruning the salary of the clerk lo
$1,200 per year. Clerk Jonea was elect
ed by the people with the understanding
that bis salary was to lie $1,800 per year.
Lvsides informing all the duties inci
dent lu I he clerkship, he does all the
county's recording of deeds, mortgages
sud other documents. The duties of the
office compel the clerk to employ a dep
uty at $50 per mouth, aud tbin, with the
discount of bis warrants, when allowed,
together with the other expenses o! tbe
oflice, leavo Clerk Jones a salary of
about $28 cr month a meagreness of
slicud that very naturally puts the
cleik in a bad humor.
The sheriff, it the same time, doing
probably a less amount of work, is al
lowed $l,H00 per year, an act that shows
the court to be arbitrary in its methods.
The two officers have a maudamus
suit in progress lu the courts. The de
cision ol Judge Fullertou was adverse to
the side of the clerk and sheriff, but it
has juat been appealed to the supreme
court, whereby stipulation of District
Attorney Yates for Liucolu county and
Weatherford and W'yaU, for the officials,
it is likely to come to a hearing within
