We are out turpi ieel at this, nor do wt object to it particularly, though the custom it, aaiorK journals of Manding to refer to others by lbs name of Ibe paper tiooled and not the editor. It considered better form, These pereoua controversies are neither probtaule nor levatinir to the eontroversiaiielt or the public that ia compelled to witness it It is lo be regretted that such Ibiua are necessary and one fcela like aiulogitiug for beicc a iarty to it. While the nego tiations were in progress that brought the editor of the rLAiNMt.vLt.it to Koeo burg lo iLuku bia home here and become a pertuanrt citizen of this city and oun ty, the Kevie said every mean and con temptible thing it could think of for the purpose of poisoning the uiiuda of the people. Was that gentlemanly? Scarce, ly. It a as not inteudod to refer to tbeee tbiuBS. but to let tlio i-aprr tMk fur itself, and after tLis the subject will 1 dropped. The occasiou of the icccul screed w.ta the subject matter of some contributions tbat did not sek very highly of the Keview. The management of city atlaira and of local politii-8 e shall be more coovereant with lhau at present after longer residence, aud will theu be able to discuss those matters edi'.orUlly; in lbs meantime, respaueible correepou dents may use theeo columua to discuss public questions, even if iu so doing they tuaf deem it necefsarv lo criticise the Keview. The free trader is always very much concerned lest be should be called upon to pay an added price for articles of con sumption on which a tariff is placed. He can see no further than that, but snorts and paws the air aud bonis "the tariff is a tax." tiovernmeuls can not be carried on without funds, aud these funds are raised by taxation. If wo are to be governed we mu&t be taxed, and the only question is bow cao the neces sary taxes be raited the easiest? Indi rect taxation is paid the moat cheerfully, always; and when that tax can be so laid that it tends to protect our own in dustries and give employment to our own people, it serves a double purpose. Suppose it does cost 10 per cent more to live under a protective policy than un der free trade. If our iocomie are 20 per cent greater we can atTord it. The experience of this country has been, however, that under protective laws, In dustrie! bave sprung up and healthy borne competition has regulated the price, so tbat the cost to tho coutuiuer baa been less than w hen the foreigner controlled the market. It is apparent that the Coot Bay, Koeeburg & Eastern Company are con templating the construction of their road to a connectiun with the Southern Pacific. Modern olitical tendencies bave not been calculated to encourage railroad building. Demagogues have ueen taxing advantage ui l tie naM con ditiouaoflhe laborer and the farmer and persuading them thai corjioralioub and capital are their deadly enemier, until there is a tendency un the part ol Ibe masses to demand such legislation ab would amount lo the cortLscatiou of property. While such a ecntimeul ia in Ibe air capital is shy, and railroads caw not be built without money, aud a good deal of it. When capital can le assured tbat it will receive proper consideration at the bands of the law ui .iking power, it will take courage, come out of hiding and seek investment. It does not ak ecial privileges, but simply that it be irjlecl ed in its rights, Citve the demagogue lbs cold ahoulder and preach the doc trine that capital and la! .or are interde pendent. The question of our acceptance of the aulouomous terms ottered l v Spain has already been, ably auaaere-l hv our dis tingnished representativo iu the United States, Estrada Talma. We do not telicvo we shall ever have to call a ppecial conven lion lor the framing of a pcaco treaty with Spain. nly a concession of abso lute independence will be regarded as a euthcient casis lor trea'y negotiation and this tho Spanieh government will not grant. it is uiuicuii to discues without em larrrassment the question of our attitude toward any proposition lookm to the an nexation of Coba to the I mted States in the event of our ultimate victory, as there has deelopd iu the L'nited States strong anti-annexation sentiment be fore the Cubans have indicated in the slightest degree any desire for this closer relationship. Atnons the men now bat liing for Cuba's freedom there is a strong sentiment againat auuexatiou to the L mted States, although our feehuirs to ward your country are c( the friendliest and most sympathetic character. We are lighting for absolute freodom, not only from Spain, I ut from any covcru- ment not ol our own making. u will stand ready to form wiih the l'nited tales any alliance calculated to mutually strengthen our two countries, commer cially or otherwise, but I do not believe there is a sentiment in either country in favor of annexation strong enough to w arrant the hope of the ultimate union ol our two countries in the relationship coniempiaieo. President Mo Kiulev baa under earnest consideration the adviHabihty of sending a uirasage to co n arena next week on the Cuban qiies tion. lie is inclined to suggest that measures bo adoi'ted to relieve tho di IrcM among the American residents ol Cuba. The message, If it goes in, w ill be entirely pacific. In order to bave Ibe facts on w hich to piedicate a meesane Picaideul McKuUt'y baa had cablegrams seat to every cousular ollicer in Cuba, making each give exact infonualion to the status of atlairs iu bit disrtict by telegraph at once. It was understood today by some mein bora of the senate committee on foreign relations that this information would be coiumunicated to tho senate, but wbotb er it will be accompaiued by a message recommending action was yet a mailer of doubt. Tbe proepectsare thai considerable op position may develop in tho senate to tho proposition ol relief. Senator l.urrows of Michiiran, said today: "The distribution of relief it almost im possible, and tbe scheme is thorough ly impracticable. How is tbe citiien ship of ieoplo asking relief to be de termined? And must there be iuvesli- gatiou of the cilusnahip of every starv ing wouiao aud child who asks relief? We will be prevented from taking care of American insurgents, and cannot relieve the distress eveu in insurgeut hospitals. Wo shall simply be helping Spain feed her hungry people." The cabinet met an hour earlier than usual today. The Cubau situation was gone over iu detail, at ehowu by the latest reports from the inland. It was announced at 11 o'clock that a message on cuoa would not be sent to congress on Monday. W betlier one will be sent later in tbe week is not yet settled. The Fruit Crop. W e Ibis week visited tho fruit farm ol Capt. G. W. Peters mst north of Oak land. Mr. Peters located bore about seven years a-o, and since tbat time bas transformed barrcu bills and brushy val leys into one vast orchard of t,T50 trees. seventy acres being in prunes, and for tbe euergy thus displayed, and the improve tuenta made iJ entitled to the fullest measure of credit, lor it is this work, suueiannai in cnaracier. mat mates a town aud a country. This is not the largest orchard tributary to Oakland, but none are better kept or in a more healthy condition. The four and five year old trees are heavily ladened with young Iruit, the trees on the ui-laud bearing most abundantly. We know of uo better prune country than this, and there is much good land available at a very low price. Prune culturo is profit able, aud there is no question about a market aa there are millions of pounds imported annually. A matured tree will yield an average of LVO pouuds, green, which, at a hlwral estima'e. can be mar keted at a protil of one-half cent per pound, making a yearly income of fj.OOO from an orchard of 5,000 trves or from 4,0 acres of ground. During the fruit gath ering season, which usuadv lasts about six weeks, an orchard like the one under consideration will employ from 15 to 30 men. There are manv young orchards in this locality boaring for tbe lirst time this year, and the volume of fruit will increase ae the orchards mature, aud dryers, canneries and evaporators should be established. The crop w ill be large this year, aud with dryers a lare amount of money will come in and circu late at home. Oakland Gazette.
