Blackburn, Blancliard, Ca fiery, Lindsay,
Mills, Mitchell of Wisconsin, Morgan,
Mnrphy, Palmer and Vilas, all demo
crats. This shows that the opposition
to restriction of foreign immigration is
from tbe democratic parly. The Per
kins amendment, to levy a per capita
tax of ?10 on immigrants coming to the
United States in vessels not belonging
to tbe United Statea, was voted down.
The restrictive feature of tho bill is tho
inability of the immigrant to read and
write either the English language or the
language of his own couutry.
As a means ot testing the immigrants
ability to read and write ot leaal five
