There are several other items which
-could be dispensed with withont ma
terial detrimeat to the state's eSdent
management if officers would properly
perform their duties as required by Jtra
under which they have accepted them;
especially is this the case during these
oppressing umes, wnen the taxpayers
are scarcely able to support themselves
and families, and often suffer for the
necessaries of life. The above appropri
aaons amount in round numbers to
1200,000. Half of it, of course, has been
expenflea lor 1Kb. The other half
might be cut off if the legislature in ex'
tnt session would do it. But would it?
.That's the question. We fear it would
not. The only remedy we tee is to let
the old body die the death of the
damned, as a terror to its successors.
Let the people riso in their majesty and
power and 'demand a new deal and de
clare they will support no man for the
legislature who will not .pledge himself
to work and vote against all unnecessary
appropriations of the above character.
Party platform pledges are but banks of
sand, whether they arc formulated br
republicans, democrats, populists or in-
. dependents. Tlc peoplo must bold their
immediate members to that body per
sonally responsible. They should send
op men who have au established rcjHita
tion for honesty, ami sense enough to
comprehend justice and backbone
enough to stand erect. The history of
past legislation in Ibis state unmistaka
bly demonstrates that all legislatures
baye been too liberal with tho people's
money ; and wo will admit many of them
wilh good intent the schemers have
pulled the wool over many eyes. Tho
state constitution has fixed a limit to in
debtcdness and tho class of services for
which appropriations may be made. It
does not warrant tho legislature in giving
the governor's, the secretary's of state
andthestato treasurer's clerks, for ex
ample, more than double the salary of
those officers. It provides for a public
school but not for a collego, seminary or
high school to bo supported by a tax on
the people at large for tho bcnclH. of a
few.

His Successor Named.
Havana,.Jru 18. Tho civil govornor
of the provinco of Havana, through his
secretary, Sonor Francisco Calvo Munoz,
add tho chief of tho treasury department,
Senor Miguel Cabansas, admitted late
this afternoon thev had received cablo
messages from Madrid announcing that
a successor to Marshal Martinez de Cam
pos will bo appointed in the person of
General Valioriauo Weyler, and that
they are to expect his early arrival at
Havann, to assume the duties of governor-general
of Cuba and goneral-in chief
of tho Spanish forces in the island of
Cuba.
Washington, Jan. 19. The announce
ment of the appointment of Geueral Va
leriano Weyler, as captain-general of
Cuba, was received at Cuban headquar
ters here as confirmatory of the view al
ready expressed upon the none of Cam
pos' retirement, that there had been a
radical change in tho policy of the Span
ish cabinet, and that henceforth there is
to be a reign of blood and terror in Cuba.
The change in the cabinet itself, in the
retirement of the Duke of Tetuan aud
the succession of Senor el Rnaycu, as
minister of foreign affair, is regarded as
still farther confirming the idea.
Geueral Weyler is a veteran soldier,
and nas had his o.vn experience in Cuban
revolutions, for ho followed the fortunes
of the Spanish army in Caba for years
during the last revolution, with tho rank
of colonel, and earned for himself a
dreadful reputation as a man of blood and
iron. Moreover, the Cuban ieadets here '
bint at actions of cruelty to women and
defenseless prisoners iu his past m a
fashion that augurs ill for the rebels who
como within bis jower, and they predict
that, he will soon become involved in
trouble wilh the United States govern
meat as the result of ill-treatment of
Amsricau citi zena who may be unfortn-
nate enough .to fall under suspicion.
General Weyler quitted Cuban ground
sson after tho suppression of the last re
bellion, and has since dwelt in Spain,
holding the important losition of captain-general
of the province of Catalonia.
This Says It Is Not Settled.
Madrid. Jan. IS. Seuor Canovas del
Castillo, the president of the council of
ministers, has received the following dis
patch from Marshal Martinex de Cam
poa:
"I consider your telegram as an order,
but I ought to stay. I Iiave not given
my resignation . I have no sense of fail
ure. I am the first to congratulate the
government upon it decision, which,
pcrliaps, will avert disagreements which
do not affect me and might be hurtful
to Spain."
General Pclaviaja, whose name has
been mentioned as the probable suc
cessor of General Campos, had a confer
ence today with the president of the
wuqcu oi ministers, me general ex
pressed himself as favoring the appoint-
ol General Weyler as captain-general,
and in consequence the latter was sent
for. General Weyler will arrive here
tomorrow, when the question of General
Campos successor will be definitely set
tied. General Campos will return im
mediately to Spain.

will sail for Spain jfonday.

Madbid, Jan.18. Owing to the recall,
in some quarters "dismissal" is the
word used, of Marshal Martinex de
Campos from the capt a.n-gcneralship of
Cuba. The Duko of Tetuan, minister of
foreign affairs, has resigned. He will
be succeeded by Senor El Buayen.
