THOSE DREADFUL DOQS. Tho reports of the department of ag riculture aro intended to be entirely se riouraud specially instructive; hence when wo detect in them an occasional touch or humor and a thinly veiled ef fort to.mislead wo aro and have a right to bo surprised. An example of a de parture from the established rule of se riousness and public onlightmcntisBeen in connection with a recent report show ing the great fall'mg-off in the value of sheep in this country, and an explan atory footnote setting forth the cause. The value placed upon sheep for the past six years is as follows : For 1SS0, 90,W0.369: 1SH), $100,659, id; 1S91, 10S,S97,497; 1892, $116,151,290; 1S93, $123,909,264; 1S94, $S9,1S0,110. Tho footnote refers to the tremendous drop in values shown by the estimate ofl893,and reads: "Sheep have suf fered rather an abrupt declino in num bers, price, and, of course, in aggregate value, sinco January, 1893. Tho rav ages of dogs are generally refcred to by correspondents as one of tho checks upon the i rogress of this valuable in dustry." o other cause of this tre mendous decline in this "valuable in dustry" is civen thence wo are forced to conclude that the department of ag riculture places the great weight of re sponsibility in the premises upon those dreadful dogs. "What a multitude of these voracious creatures there must be in the sheepraising sections, and how quicilv they must have sprung into ex istence to make a shrinkage in valuta in this fiercely assailed industry of $35, 723.154 in asincle learl Wuata mon strous appetito for runttou to have been developed so quickly 1 Sheepowuers and herders must have been paralyzed by the Eaddennes and ferocity of the onslaught, as a still further decline of the sheen industry for 1S95 shows that the dogs feasted throughout the year on mot ton whh daily increasing appetite. This arraignment of dogs, with the suggestions of their bloodtbireiiness, voracity and great numbers, is apjdling. At the rate at which their devastations are now going on, mutton will soon be ecirce. Their insatiable appetites most, of coarse, be appeased; what valuable domestic animal will they next set cpon? Is it not hib time for the honorable sec retary of agriculture to sound a note of warning to the legislatures of Pennsyl vania, Ohio and other states in which . dogs have developed the keenest apatite for mutton, urging th3 passage of a law I providing a bounty for dog scalps! Such ; a warning would serve to enlighten the prejudiced partisans of thwe stales, who have all along attributed the tremendous decline in the sheep industry to the clause in the Wilson tariff law which puts wool on the free list. It is high time the public intelligence was brought face to face with the fact that the pred atory dog, and not the democratic tatifi", is the actual sheepkiller. Oregonian. HEAR ALL SIDES, THEN DECIDE. In Saturday's Puuxdealee we gave place, at solicitation of interested par ties, to a declaration of the principles of the A. I. A., jnst as we did two years ago to a declaration of the principles of the populist party. The Puu.vduixb is republican, "dyed in the wool," be lieving that the principles of the partj which stood the shocks of war, and the malignity of democracy ever since, is based upon principles that are destined to repos; firm and unshaken, coexistent with the American Union, and that the Stars and Stripes will float over it in triumph when all opposition has been relegated to oblivion . "We are not afraid of investigation. Our motto is, Hear all sides, then decide. It is error that shuns investigation. Jefferson said : "Any error of opinion may safely be tol erated when reason is left free to com bat it." We gave place to the A. P. A. declar ation of principles so that our readers might know what they are, by author ity of the A. P. A's themselves. If any democrat, republican, prohibitionists or even a mugwump Clevelandite, can show their falacy in a candid and logical manner, the columns of the Plalvdealtk art at his service. The Plaisdealxk does not fear error when submitted to the light of reason, neither does it fear the A. P. A., nor even the Review or its clackers. The Review calls the A. P. A. column in the Plaindealek "nonsensical rot." We fancy the democrats (many of whom are A. P. A's) who shall read that mor sel of information in the Review will feel highly edified by this exegesis of their declaration of principles, and, doubtless will rush to the Review office for copies of Monday's issue, pat the editor on the back and say, "We thank thee, Charles, for those words, 'non sensical rot.' " From dispatches from Soulh Africa it appears the Boers have got tho best of the English under Dr. Jamieeon, and driven them back with considerable loss to hia forces. The latest from Cuba 6hows that the insurgents still maintain their ground against the Spanish. Gen erals Gomez and Maceo are concentrat ing their forces for an advance upon Ha vana. The Cubans are determined, and recent checks uon tho Spanish have emboldened the Cubans and they aro rising almost emua a to drive the invad ers from Cuba. Tho ratio of repreeentation in the house of reprecentatives in congress is 173,901 as declared upon tne census of IS90. The first ratio of 17S9 to 1792 was .'10,000. It has been increased every de cade since, except that of 1800, which fctood tho samo as 1790, viz., 33,000.
