Japanese sailor, today calmly confess-

Itobino was suspected because the
last time Keto was seen alive he Was
in Itobino's company, itobino readily
confessed when confronted with the
evidence against him.
He induced Keto to walk into the
country with him. and stabbed the
latter in the arm with a kriss. or Ma
lay dagger. The blow was aimed at
an artery and carried out the purpose
of severing it.
That done Itobino
made no further effort to wound Keto
but only to prevent his staunching the
flow of blood.
The dying mat: attempted to es­
cape. but Itobino. much the larger
and stronger, prevented, and held Ko­
to's opposite hand so he could not
check the flow of blood by pressure
above the wound. Itobino. holding his
companion's free and uninjured arm
walked along the road wRh him, jeer­
ing and cursing him. When Keto
fought with him it only increased his
pulsations and hastened death. Ito­
bino in the meantime heaped ridicule
and taunts upon his victim.
Keto finally tell fainting in the road.
Itobino held his hand until Keto was
too weak to struggle, and then re
peatedly kicked him until death came
Shipmates of the two men discovered
the body not long afterward and Ito
bino was suspected and at once taken
in custody.
When arrested he told the story
'n all its singular details and laughed,
saying; “He was my enemy. Kill me
if you want to. I don't care.

Land Board Decides to Carry Out tne
Intention of the Law. Although It

sion of a Word.
Salem, Or.. July 30.—At the regular
m«*eting of the state land board yes­
terday. in pursuance of a decision ren­
dered by the attorney-general recent­
ly. holding the act passed by the last
legislature invalid and not binning
upon the board as to price at which
school land should be sold, because
the words "sc hool land" were omitted
from the title, the board made an or­
der fixing th«* price of school land at
$2.30 per acre as contemplated by the
legislature, and raising the price of
all school lands located within pro-
posed temporary withdrawals for res­
ervation purposes, to $5 per acre
The price of indemnity land was
fixed at $5 per acre, as contemplated
by law. This decision and order em­
anated from an application from one
who wanted to purchase a tract of
school land in a section of land situ-
sled in the reserve, and maintaining
that, tinder the new law tbe board
was compelled to sell the ian«l at
$2.50 per acre.
The matter was subm tied to the
attorney-general with the result that
he rendered a decision holding the act
invali«! as to school land and that the
matter rested solely with the board
•o fix any price upon it not less than
$1.25 per acre.
The board also decided not to ac-
ept final payment on certificates o!
-ale of any stale land unless tbe cer­
tificate accompanied the remittance.
This is done to prevent the purchas­
ers from sending in final payments
