Whereas there are at the present time ia

of white and black citizens, with families

Affairs be, and they arc hereby, instructed
to inquire into the propriety ot cstauusc

Washington and Idaho Territories, shall
be located in the country west of the Rocky
Mountains known as the Colvills Valley:
