riturial tax cxocod the County 984, occasion,
oil by the poll lax. Tho aggregate aum of
, , tuxes duo from Clackamas County Tor the
year 1840, is one thousand and fifty dollars
and fifty three cents, of which amount I have
collected and paid into tho Territorial Treas
ury the sum of 9466 06, as per Treasurer's
receipt. I have collected $2A Territorial
tax, that I have now on hand not paid into the
Treasury. For collooting, I am entitled to
my per centum, which after deducting tho
. amount of my receipts, cash onjhand and the
( er centago, leaves a balance of 916 01 un
paid. Tho amount of County Taxes for the
year 18 16 .a before stated was 9483 78,
of which I have collected and paid into the
county Treasury as .Treasurer's Receipt
the sum or 9100 61. iKnvo now on hand
(County taxes) the sum of 9108 18, making
the sum collected 9214 70. MV pet cent
uige on that amount is 921 17. leavitfir a bel-
anco of County tax not yet collected of
9246 60.
1 havo been explicit, as it gives me much
xatisfactiqn, and I must speak loudly in praise
of tho citizens of Clackamas County, as it is
well known that tho necessities of tbo people
nro equal in this county to any othor; the
times are hard, and yet they havo shown that
high minded republican spirit in contributing
towards the support of our provisional gov
ornment.
That there is much difficulty and vexation
amending uie couecuon oi rovenuo nono can
for a moment doubt : business beinc trans.

anil order currency; consequently many dis
appointments occur as it often happens that
tho drawee neglects or refuses to pay, in such
cases the collector must be put to much
trouble and delay.
In collecting, I havo not adopted the
motto, "Peaceably if you can, forcibly if you
mutt." It has been my constant course to
persuade and endeavor to obtain the taxes in
as mild and amicable a manner as possible.
I have succeeded to the extent described.
I shall, while it suits the people of Clacka
fii4 to confide their trust in mo, endeavor to
'.-ontinue in that course, as I do not think it
.becomoa any person exercising an office un
der our provisional government, to force in a
rigid manner tho duties of their office.

school after several hours closo application
to his books without any respite, or if play
ho has, it is restrained within such prescribed
)ounds that ho is constantly on tho alert for
fear that ho may ovoreton his privileges.
I ho consequents is that ho 1ms a head-ache,
or poor littln follow 'he has no appetite, he
must be sick,' and 'Ac cannot no to school to
' day.' Tho consequence is that ho is refresh
'd and is enabled to go to school tho next
day with renewed vigor or mind and body in
consequence of tho relaxation from his'' du

structed by tho use of medicine, wo. nee, tho
