That it shall be thedutr of the Secretary of State to transmit to the" Congressional Printer, at the beginning of each session of Congress, nnd thereafter when necessary, a list of all newspapers authorized by law to publish the laws of the Uuited States, with their res pective post-oflices, so far as the same shall have been communicated to him by the rf'lft lc of the House of Representatives : and rit shall be the duty of the Congressional Printer, on the printing of each act or. reso lution, excepting those which are of a pri vate character, and which shall be so desig nated bv the Secretary of State, to transmit a copy thereof to each of the editors of such newspapers for prompt publication ; and the number of copies of the public acts and res- olutions requisite for this purpose are hereby authorized aud required to be printed ; and letters and documents to and from the t'oncressional Printer, relating to the duties und business of his office, shall be transmitted by mail, free of postage, under such regula Jions as may be established by the I osttuas--s ter General. , Src. 4. J eighteen hundred and sixty-seven, and to facilitate their restoration," shall be decided by a ma jority of the votes actually cast; and at the election in which thn question of the adop tion or rejection of any constitution is sub mitted, aiij' person duly registered in the State may vote in the election district where he offers to vote when he has resided there in for ten days next preceding such election, upon presentation of his certificate of regis tration, his affidavit, or other satisfactory evidence, under such regulations as the dis trict commanders may prescribe; : Sec. 2. Ant be it Jurtiter enacted, That the constitutional convention of any of the States mentioned in the acts to which this is amendatory may provide that at the time of voting upon the ratification of the con stitution the registered voters may vote also for members of the. House of Representa tives of the Uuited States, and lor all elec tive officers provided for by the said consti tution; and the sain election officers who shall make the return of the votes cost on the ratification or rejection of the constitu tion, shall enumerate and certify the votes casi ior members ot congress. Be it enacted by the Senate and House of Rep resentatives of the Un ited States of America in Congress assc-iMed. That the Circuit Court of the United States for the western district of Pennsylva nia, in addition to the terms now held, shall be held at the city of Krie, in said western district, at the same times now fixed by law for holding terms of the district court for said western districts of Pennsylvania, at the city of Krie. Approved March 12, No. 2tf. An Act to amend an act entitled "An act to amend the judiciary act, passed the twenty-fourth of September, seventeen hundred and eighty-nine." Be it enacted by the Senate and House of Representatives of the United Slates of America in Congress assembled. That final judgments in any circuit court of the United States in any civil action against a collector or other officer of the revenue for any act done by him in the per formance of his official duty, or for the re covery of any money exacted by or paid to him, which "shall have been paid into the treasury of the United States, may at the in stance of cither party, be re-examined and reversed or affirmed, in the Supreme Court of the United States, upon writ of error, without regard to the sum or value in con troversy in such action. Sec. 2. And be it further enacted, That so much of the act approved February five, eighteen hundred and sixty-seven, entitled " An act to amend ' An act" to establish the judicial courts of the United States,' ap proved September twenty-fourth, seventeen hundred and eighty-nine," as authorizes an appeal from the judgment of the circuit court to the Supreme Court of the United States, or the exercise of any such jurisdic tion by said Supreme Court on appeals which have been or may hereafter be taken, be and the same is hereby repealed. An Act to amend an act entitled "An act to provide for the prompt settle ment of public accounts," approved March three, eighteen hundred and seventeen. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That the act of March three, eighteen hun dred ami seventeen, entitled " An act to pro vide for the prompt settlement of public ac counts," shall not be construed to author ize heads of departments to change or mod ify the balances that may be certified to them by the Commissioner " of Customs of the Comptroller of the Treasury, but that such balances, when stated by the Auditor and properly certilied by the Comptroller as pro vided by that act, shall be taken and consid ered as final and conclusive upon the execu tive branch of the government, and be sub ject to revision onTy by Congress or the proper courts : Provided, That the head of tha proper department, before signing a warrant for any balance certilied to him by a Comptroller," may submit to such Comp troller any facts in" bis judgement affecting the correctness of such babincc, but the de cision of the Comptroller thereon shall be final and conclusive as hereinbefore pro vided. That the Secretary of the Navy be authorized to detail one or more officers of the nary, as he shall think best, to be present at the International Maritime Ex hibition, to he held at Havre, under the auspices of the French government, from the first or June to thirty-first of October of the present year, there to represent the United States, and otherwise to promote the interests of exhibitors from our country: Provided, That no expenditure shall ac crue therefrom to-the treasury, or to any public fund, nor shall any mileage or other expenses, or any additional compen sation be paid to such persons as may be designated, under authority of this resolu tion nor shall any national or public ves sel be employed to convey the officers so detailed to or from the place of such exi bition. Be it resrdved by the Senate and House of Rep resentatives of the Un, ted States of America in Congros assembled. That the mayor and postmaster of the city of Boston, the assistant treasurer of the United States at the city of JJoston, the President of the Board of Trade of the city of Boston, Alpheus Hardy and Daniel Davis, of Boston be appointed a commission to purchase a site for a build ing to accommodate the post office, sub treasury, and public offices of the United States in the city of Boston, in accordance with their report submitted to the Post master General and the Secretary of the Treasury, and by them approved, viz : The estates lying on Devonshire street, and between Water street and Milk street, in the city of Boston, (containing about thirty thousand square feet,)and that they may be authorized to purchase the same for a sum not exceeding five hundred thousand dollars ; and the Secretary of the Treasury is hereby authorized io pay such sum of money as may be necessary to carry the foregoing resolutions into effect from any money in the treasury hereafter to be appropriated :, Provided, That no money shall be paid out of the treasury in pursuance of this resolution, until the title to the aforesaid estates shall bo propc rly cerlified by the United States district at torney for the district of Massachusetts. A resolution to authorize the erection of a military storehouse at Fort Monroe, Virginia Re it resolved by the Senate and House of Rep resentatives of the United states of ' Amer ica in Congress assembled. That the Secretary of War be, and he is, hereby, authorized to grant permission to William II. Kimbeiiy, army and navy contractor at Fort Monroe. Virginia, to re build the military storehouse recently de stroyed by fire at that post, upon "such conditions and under such restrictions as the Secretary of War shall deem compati ble with the interests of the government. Joint Resolution appointing managers of the National Asylum for Dis abled Soldiers, and for other purposes. lie it resolved by the Senate and Iiouse of Representatives of the United States of America in Congress assembled. That Krastus B. Walcott, of Wisconsin. John A. Martindale, of New York, and Hugh L. Bond, of Maryland, be, and here by are, appointed managers of the Nation al Asylum for Disabled Soldiers, under the provisions and conditions of the third section of an act approved March twenty third, eighteen hundred and sixty six, from the twenty-first of April, eighteen hundred and sixty-eight ; and that Hugh L. Bond, of Maryland, be, and is hereby, appointed manager to serve the unexpired term of Horatio G. Stebbins of California, resigned. Sec. 2. A nil he it further enacted, That the Secretary of War be authorized to furnish, from the captured ordnance, such ordnance with their implements as he may deem proper, to the several national asylums for the purpose of firing salutes ; and also such small-arms'and equipments as may be necessary for the purpose of guard du ty at the asylums.
