Crft Couxcru On Monday evening last
the City Council met for the transaction of
business MayorjBarclaj; presiding, and a
full board present , q
The committee to whom was referred
the proposition of Messrs. Kennedy & Zig
ler to lay a certain class of water pipes
through the city, reported adversely and
the report was accepted.
Hon. W. Cary Johnson, asked the Coun
cil to make an agreed case in Court, to test
the legality taxing the personal estate of
"V. C. IX-ment, which request was granted.
A petition very numerously signed by
citizens, asking that the order to open the
alley through block 25. between Fifth and
Sixth streets, be rescinded, was received.
By permission of the Council Judge S.
Huelat spoke at some length in the inter
est of the petition, and presented some
pointed arguments to show that there was
no necessity for the enforcement of the
tinier at the present time.
He was followed by Qnembers of the
Council, pro and con , the a9guments for
the opening of the alley being based upon
the hypothesis that if there was an alley
there it should be opened, and the legality
of the order should be tested at once. In
order that this might be effected 0
On motion of Mr. Apperson a committee
of three was appointed, empowered to em
ploy a surveyor, and take such other steps
as they deemed necessary, to determine
whether or notQuch alley existed, iQlines,
etc., aud report theame to the Council,
prior to the March term of Court.
Messrg Thompson LeRoque, and Bar
low, were appointeu such comrniDee, and
submitted a report on Wednesday evening
tfavorable to a remission of the previous
order to open the alley, and the report
was adopted.

Mills of this fty, are now turning out an
extra quality of flour, from the best cured
rheat, for sale in the markets of the At
lantic seaboard. Several thousand barrels
were carried down by the steamers Ori-
flammf. and Montana this week, tobelrans
shipped by the Isthmus steamers on their
next trip out of San Francisco. Messrs.
Javier fc Co., are deserving of great credit
for this movement, which wilfvirtually in
augurate a new era in the trade of oufj
State, and be the means of supplying a
market for those, products which we can
no longer look for a demand for in the old '
channels east of the Mountains, except to

Javier & Co., will show to New Yorkers

giving them excellent breadstuff's as San
Francisco. California. It is believed that
these shipments to New York will result
in leaving the shippers at least as large a
margin lor profits as nave been our smp
ineiils to San Francisco, if not larger.
The Okeoox City Woolen Mn.L.-The
jiffable Fortland co-respondent of the San
Francisco JiulMln, was only a little behind
the times, when he wrote that thtKOregon
City Woolen Mill would be enlarged to a
eixset mill " during the coming summer."
The machinery which has been arriving
from time to time since October last, hjis

Papek Material. During the past week
paper has been manufactured at the mill
in this city from a substance
gathered on
the Columbia river bottoms, after h:rh
water. The paper is rather rough in ap
pearapce, as the trial of the material Avas
raw, Tt not having bee.n b'e:hed or blow
ed in any manqc. The Superintendent
) Mr. Carl," is satisfied, however, that this
material contains very gudd qualities ba
the manufacture of wrapping paper. We
think it is a r-etable s-ibxtiKice, which
only flourishes under water. It lmiy be ob
tained in any desired quantity. Mit if it is
onljB)useful in the making of wrapping pa
per, it will scarcely be profitable where
straw is more available. Judge Brlsco
nends a sample of grass, by Mr. Chas. M.
Carter, of Portland) which posses little
fiber, and may show, upon practical test.

' paper. There is no lack of material for
the making of paper in Oregon, and the
Company have no fear of being) driven to
these resources of nature, vet thev express
their thanks to the gentlemen who have
: evinced their interest in this enterprise so

communication regarding his taxes, and
dires us to publish the same. Having
previously refused to publish the commit
ication, becauseiot disposed to fill our

exclusion of generally interesting topics,

being addressed to Dr. Barclay, as Mayor
i of the city, that gentleman aaswers the
proposition of Mr. Harvey, through the

The P. T. Company. The high water in
the Willamettr river, at and above this
(pcity, for the winter of 18GG "67 may now
be said to be 0ver with. Yesterday the
water had fallen nearly eight feet at Ca
nemah. During the past week it has been
at its highest, and to wifhhi four feet of
the unprecedented flood of 1861 "62.
Notwithstanding that theeople's Trans
portation Cojnpany have met with some
delays and difficulty in navigating the
river above us, some of theft1 boats those
onthe longest routes have not in file
leae$een discommoded. They have receiv
ed and discharged iheir freight at the com
pany's warehouse on ever retui trip.
Those steamers employed on the shortest
routes, to Salem, Albany, etc., have made
their regular trips to and from Rock Is
land, during the highest stages of water
experencing a little trouble, but only for
a space of tiraequal to about two "trips.
This shows Conclusively enough that,
even with the doubts of the public re
garding the improvements of the company
at this city, those improvements are all or
more than the company expected of them.
The w;.t -r has rernair.el longer at itsle'ght
this season, than ever -yas known before,
and in all probability we shall not have a
recurrence of the like for many years.
The Uasin has stood the floods without
perceptible injury, and as we have before
stated, stands as firm as the rocks upon
which it is built, TSere being no dan
ger of the company ever meeting with
worse delays than they have experienced
this winter, we hope to see them continue
these improvements. We think the P. T.
Company are deserving ofgreat credit
for what they have done for Oregon.
Through the indefatigable energy of be
President and Directors, whom our Port
land correspondent characterizes ' a
shrewd squad of well managing) and
economical old Oregonians," they have
kep$)open communication upon the Wil
lamette, twelve months of the year, for
two years past, when previpsly, from six
to eight months was the longest time that
boats upon this stream subserved the pub
lic. We hope to see them endure the
shots and shafts of their opj-onent
for year3 to come. 0

city, and the daily papers read, a friend of
Hon. Isaac II. Moores started off in search
of that gentleman, very industriously, he
having been in the city at least a day or
two before. One person told the inquirer
that he thought Moores had left the city.

Th Temperance Movement. We are
informed that Capt. Adams, who has re-

cently been delivering a lecture on the
subject of temperate throughout Oregon
as Deputy of the Order of Good Templars,
besides instituting Lodges in various parts

special purposes, upon the land claim of
Sheriff Peacher of Columbia county, near
St. Helens. In other words the Captain
undertakes to jump the Sheriff's claim,
lie was met with a remonstrance numer
ously signed by citizens who blandly re
quested him to ab-&vwrf-ulate. and no
doubt has ere this learned that land juinp-
ing at St Helniis equally asodious among
those neople, as was bounty jumping0 at
the East, during the War. if-"not quite as
detestable. He-has only put the Sheriff, to
unn'essary expense, as it is positively as
serted that he cannot hold the claim.

Matlock presiding8has been in session the
past week. Supervisors were appointed
in the various districts of the county, toll
bridges all . nnle free, and sundry ac
counts allowed. One or two civil actions
were tried. Taken all together it was a
very interesting term, and one which re
sulted in muelf-'good to the county.

15, of this city, yesterday attended the
funeral of Miss Swaford in regalia, bearing
the badge of mourning for their deceased
sister. 'Fhe procession marched to the
summit of the bluff and presented quite
an imposing and impressive scence.
