A PROCLAMATION" FOR A DAT OF P.CBLIC iHAKKSGITIKG ASO PkAISE. p:.Z Whereas, Andrew Johnson, President of the United States of America? has, by Proclamation- et apart Tlmradjv ti Vrth day of November. A. D , 136S, as a day to be ob served for Public ThanKagiricg and Praise throughout the Republic : !f r Now, therefore, I, Geo. L. Woods, Gover-. nor of the iState of Oregon,' do, by this, my Proclamation, call upon all good citizens of tb,is State to properly observe said clay. Lift ing our hearts and voices to the Lord God, let all tbe people of Oregon wmte with the3 whole body of their countrymen, and swell the chorus of a Nation's gratitude. Let us consecrate ourselves anew tu Libeity and to God. If we have suffered the: horrors of Civil War; if we have desolated homes; and the wail of orphans, and widow's teats; we have a Country's honor preserved, a Nation redeemed, and the inalienable rights of man established. Peace is upon all our borders, the laws are enforced, and order prevails. As a .Nation, we have abundant reason for gratitude to Almighty God lor all these bless ings vouchsafed to us. Let all the people, tLerefore, give praise unto His Holy Name, ever remembering "the Lord remaineth a King foreoyr," and that He holdeth the des tinies of the Nation in His hands. In witness whereof, J have hereunto set my hand, and caused the seal of the State of Oregon to be affixed. Done at Salem, this, lethday of November, A. D., 1806. GEO. L., WOODS. There has been quite a tailing off this year, which is partly attributable to a reduction of rates of transportation on the Columbia, and the increrse in flocks -nd herds east of the mountains. Promising. McCracktn, Merrill t Co's last Commercial circular speaks of the general prospective complexion of Com-' mercial affairs upon this coast, in a manner which indicates eminent satisfaction. It Bays : Ojr merchants and business men are, it is thought, sound in credit and less extended A than heretofore. Their profits thu3 tar. du ring the year, resulting fcjm thoir regular business pursuits, has, perhaps, been less then lor many like periods of the past. Yet the general rise of Ileal 1 state and its pro gressive value. couDled with other business interests largely, developing on this coastp have in the aggregate added considerably to our wealth, and encourage us in the belief that wc are to weather the financial storm, that basin other places tar distant been very disastrous to mercantile credits and business. There was entered, under the home stead law, at the band Olhce in this Citvdu ring the month of October five thousand five hundred and twenty-nine and ten onc-hun-dredths acres of land. These comprise thirty six claims, all of which, with twoexceptions, were takeQ up in the Willamette valley, and within this district, which extends a little to the south of Eugene Citv. Two claims were located, during that month, east of the Cascade mountains, in what is to be no op posing "if" in the,way-T-the politicians New State. Ship Building. Mr. Jrthn Bruce, formerly of Portland, has engaged exten sively at Astoria in ship building. On a re ccut visit to that place we found him putting on the stocks a large schooner for Hon. Cyrus Olnev and other parties. This Stte has some of the very best material for ship building, and Mr. Bruce is one of those ar chitects who understands well what is requi aitc to make a fine craft. Mail Rocte Discontinued. A few weeks ago the U. S. Mai.1 route from Salem to Lafayette was discontinued. This, says the Ixttiew, deprives a large section of country from any mail facilities whatever, while it also makes the mail from Salem to Lafayette, and on the route to Dallas, four or live days old.' Tni3 is not ooly;a;deij plorabie state of , things but it; is absolutely! disgraceful. , The ; interests of the city an.: county have sustained - greatef damage; jn ,i consequence of the want of a few gqod roads than from all other causes whatever, com-; J bmed. hue this state of things is allowed, to exist our farmers who have large quanti-t ties of grain on hand are unable to carry it to market at the time when it commands the best prices, therefore they suffer great loss which is undoubtedly quite as much in a simile season as would have built the'roads wherever thet are needed.' There. is no pros pect of the0condition of the roadspbeing im proved the present winter and spring, and unless other means than talk, petitions, and remonstrances to petitions, are adopted, it may be allowed to run along froni year to year as it has cfone in times past. The great trouble appears to be the want of concei t and unity of action among the people most di-r rectly interested in the subject. All alike readily acknowledge the necessity of roads, so why should any have the least indifference about the matter? Last s week we invited, correspondence on the question," and we have received the following :.; ' ' ' Bctte Cheek, Nov. ISth, 1S66. ; Eo. ENTEirPRiSK : ; . ;... ?. On reading your issue of the 17th inst.,-1 find a rj omise n-adeby you to give the public the benefit of jour views on the condition of the roads in the vicinity of Oregon City, and an invitation to correspondents toHio like- wise. I will accept of the invitation i lor that is a subject of all others most Witnedi-; ately connected with our interests, undone that demand inimedintft attention. When QVe take into consideration the fact that all the produce of the county, or nearly so, has to be hauled in wagons to ; Oregon" Citv or Portland, and the major part of it during the rainy staon, a glance at the condition ot the principal thoroughfare is sullicieut to con'-, vince the most obi use intel cut that tsoiitt tJihuj muxt be done,- and that soon, to remedy this' great evil. Now, what is the best method of accomplishing this obiect ? , . . 1 havegiveu the subject a pretty .thorough- 0f our city, and myself, ciiculated a sub- mvusiiKiiMou. ivvo ears uiio m. uariow scriptiou appealing .to the people lor the; neces-ary tunas for : improving the . toad from Oregon City to Pudding river, 1 6 mak ing i a good and permanent road. Alter it pretty thorough -canvass of the county this mode was found impracticable, from the fact that, as a general mle, the very men who would be most benefitted would do the least for the road, l.then bedAme convinced that thfl object could only be accomplished -in-one ot two other modes viz : by a comuany making a toll roji ; or, to increase the 1 o.id tax thereby equalizing the burden. Atter trying long aud hard to induce soaie cOm-i pauy to take the matter in baud, but failing in the endeavor, I then resorted to the la.-t alternative taxation. In this I ' have -succeeded so tar as, to get a Bill passed through the last Legislatui e,. making the tax double what was formerly paid, on all the property in thje State for. road purposes; aud through the aid 6f V. C. Juhnsou succeeded in hav ing the Oregon City- charter so 'amended as to enable the-city council to appropriate a part ot the road tax collected within the city to the improvement of the roads outside ti e city. If the city council will take the matter in 1 and, energetically, with the aid I know they will receive by" the co operation ot the county court, with good supervisors another year will find bottoms in the roads that will not fall out on the approach of winter. ,- - , J. D. G. Ed. Exteeprise : . :i . Being an old ettler in Clackamas count-, and having to haul the produce of my farm to Oregon City to find a market, principally in the whiter season, what i intend saying about the stage road from Oregon Cit. to Salem is based upon practical knowledge. The road is a bad one, in a bad fix : if ever it was fixed at all Tit ' is now entirely out of shape, Avirji the bottom out all winter, and a part of the summer season at leat. This is u sad predicament to place us furuieis iu. So wonder we look care-worn. Now there are some things connected with this subject which will bear reviewing. A review of tiie road for instance. s This road was ordered located at a very early day, by the Territorial legislature of Oregon 1 think in ISiU. The country at that time was a wil derness, at least between , Mr. Brown's Iowei place, and someOpoint 0 opposite Motlala Point. The viewers, as usual in such ctses, passed Hastily eover it, as best they could, undoubtcCl-, without due regard, of that knowledge "at the time, that they were loea tiiitc a road, destined to become one of the greatest thoroughfares in the State, which, if now properly improved, in due season will become the principal highway of success to Oregon Ciiy, and Clackamas county, in stead as it new is, a reptoach to tue citizens, and a disgrace to the State. - Oregon City can proudly boast of its good McAdamized at. eets ana walks; its spiendid wooien factory ; its pioneer paper mill, un pin passed in beauty aud -useJuluess perhaps by any on the coast ; its fine Imperial mills; the gigantic works of the People's Transpor tation Company, with its huge piers of tim ber, its pockets till .-d with "rocks," etc., ad Libitum, which goes to show that the people there are not sloUiful iu business nor want ing in tTEUPiiise, but, unfortunate for us the farming community- ali - tUe ' contirtoii road hace been ocerUio'ced, and especially that from O -egon City to 'Am 01 a. " - . . .Vow, there is a portion of this road which needs a review, auu a re-survev : say for a distance of about four mi'es commencing at Brown's lower piace, known as the Hatch place, thence up the bank of the Willamette river. Tuis survey should be done as care fully as "an incorpoi atetf company" wouid do if stirveyiug for a McAdamized nd. "This is indispensably necessary ; then let funds sulheieiit be procured 'by subscription or otherwise, say l..w iu ad.di.tion 10 tue road work, which will soon open the road, clear it of all fall n timber, etc., to the width of sixty feet, except wherg theblufi" may' be too steep, and perhaps in one or two years, with the road work well done in seasou, by tilling the center with rock, or sidit timber and .1 . 1. .....
