Fellow Teachers:
You aro again and finally re
minded of the coming Institute,
to be hold at Asnlaud, commenc

The people of Ashland are
sparing neither work, time nor
expeuse, in their preparation for
your entertainment, free.
The State Superintendent is
equally zealous in your behalf,
in his endeavors, to make this the
most instructive and interesting
' Institute ever held in Southern
Oregon. The Railroad Company
has reduced the regular fure for
traveling, for your special advan
tage. From the above it will be seen
that auy teacher in the county
can atteud. without much expen.
ses. In view of these facts, you
are expected to show1 your appre
ciation, by attending and ieceiv
ing the benefit deigned for you-
It is not likely that any formal
programme will appear before
the commencement of the-Institute.
But it is known that the
following gentlemen, will be presi
ent and conduct exercises viz:
Prof. Bernham, of Portland, num
ber work and reading; Prof. Kig
ler of Portland, history and read
ing; Prof. Hawthorne of State Un
iversity, composition; Prof. Roy
nl of Ashland, practical work in
county schools; Prof. Sweet of
Ashland, music in public schools;
Prof. Watt of Jacksonville, school
ooonomy.. Evening lectures will
bo delivered by Profs. Peu

haps others. The other topics,
mentioned on the card issued a
few days since, will receive due
attention from other parties.
Tour attention is again called
to them, that you may be prepar
ed to do intelligent work, when
you meet in Institute and we
roost sincerely hope, that you
"Teresis to attend and take such
part in the woik as may be de
airod of you, bearing in mind
that you will receive credit for
your efiort, however crude it may
be.
It is not intended, that the Iui
stitute shall be a play spell or an
excuse for a social good time and
visiting but an earnest school re
view and methods, things so much
needed by a majority of our
teachers.' Bring with you a sup
ply of text and refereuce books,
blank books and pencils. To en
courage deserving teachers an
additional 5 per ceut. of the cor
rect work of their papers will be
allowed, at the next examination,
to all, who attend regularly the
entire session.
Your atteution is further called
to Rule 40 ot the Rules aud Reg.
ulations for the covernmont of
Schools and School Officers found
on page 5) of the "School Laws
Oregon" which reads as follows
"Teachers in the public schools
in this Stato arc required to at
tend all Teacher's Institutes, held
under authority of law, in the
counties where they reside, pro
vided, they shall not bo required
to attend more than one Institute
in their county in each year.
. T?or non-attendance of any teach
er at Institute, without a good
and sufficient reason, the County
School Superintendent is hereby
authorized to lower the grade uf
his or her certificate or revoke
the same in his discretion. It is
arnestly urged upon all School
Directors, to afi'ord their teachers
every fucility for atteuding Iusti.

Sincerely hoping to meet you
at Ashland, Aug. 24th and trusf
in" wo shall have a successful
gathering of teachers,
I am respectfully yours,
"YVjl Pkiest,
County Superintendent.
There is a general demand for
the reapportionment of the state
ior legislative purposes, both part
ies are pledged to promote it and
the chances are it will bo done at
- the next session.

JIany years ago the Supreme
Court of the United States decid
ed the Indians only had a posses,
bory title to the lands occupied by
them.
Johnson vs. Mcintosh 8 Wheat'
on 514.
But still the Indians in Oregon
were promised pay in blankets
and agricultural implements aud
these rash promises led to trouble
aud dissatisfaction.
On the 7th of Dec. 1847, Gov
ernor George Abernntjiv inhvs.
nirnnal message to the Oresron
Provisional Legislature, says:
"Our relation with the Indians
becomes every year more em har
assing. They see the white man
occupying their laud, rapidly fill
ing'up the country, and they put
in a claim for pay. They have
been told that a chi ef would como
out from the United States aud
treat with them for their lauds;
they have been told this so often
that they begin to doubt the
truth of it, at all events, they 6ay
ho will not como until we are all
dead, aud then what good will
blankets do us? We want some
thing now."
The Government was so 6low
the Indians demanded pay from
the settlers and traders, so it was
prudent for them to pay the In
dians. Iu tho spring of 1852, John
Long bought tho right to trade
aud keep a ferry on Rogue River
of chief Taylor and anludian wife
for S50; iu the fall of 1S52 James
A. Vaunoy bought this place of
Long, and it has been known as
Vanuoy's ferry over since. Wm.
Brisbom and B.F.Dowell bought
tho right to mine and trade on
Rogue river and Grave creek,
within the dominions of tho coun
try claimed by Chief Taylor aud
his band, tor the consideration of

dians. But scveu miners settled
on Rogue river near the-mouth of
Galice creek without buying of
the Indians, and all seven were
murdered by Taylor and his baud
in December, 1853. No white
man in the camp escaped to tell
the particulars, and the guilt of
the ludians depended on circum
stances and their own confessions
Chief Taylorand his baud ear
ly iu the spring ol 1854 came to
Vauuoys Ferry to trado,and some
of them had more gold than was
usuul, aud had on the clothes of the
missing minora. They wore ques
tioned by the citizens aud miners
in the vicinity, and their stories
were very contradictory, Somo
of them bitterly denied the mur
der, and contended the men were
all washed away and drowned.
Others said they were killed and
threw them into the river. The
writer of this article' was well aci
quainted with Win. Griiudae,one
of tho miuers. He knew Grun
dago in the Summer of 1852, in
Polk county where ho was teach
ing school. One of tho Indians had
on Grundage's clothes, and the
writer of this article saw some
ot them afterwards at Vanuoy's
ferry. Three of the Indians con
fessed theniurder,and excused it
on the ground that the miners re
ftuedto pay them lor their land.
In 1852 there were no civil
courts established in Jackson
county except that was called an
Alcalde's or miner's court,
which adopted the common law
of the United States as to prop
erty, and the Mexican law as to
life aud death. So these Indians
were tried by a miners jury ot
twelvo men. They were all found
guilty, including Chief Taylor
aud hung.
The first grave over dug iu
Jacksonville was for a white mau
that was shot down by a gambler,
and the next grave was for his
murderer, who was convicted by
a miner's jury, before W. W.
Fowler, "Alcaide," and hung on
a warrant of the "Alcalde."
White men and ludians were all
liable to the same punishment
