The Settlement Law- Washington, May 17. A rej.ort has been submitted lo accompany tlio bill reported from the House Com mittee on Public Lands, providing for the repeal of the pre emption and cul ture, and amendments to the home stead law. Tlio committee says: "We believe it should be the policy of the Government to jive thoio of our citizens who are without homes such an amount of its public domain as will make them comfortable homesteads when) they enter it in good faith, in tending to make it their home, and to cultivate and live on the same for a fixed period of time, and wo believe 160 acres should bo the maximum. "Under the pre emption, homestead and timber culture law, as they now stand, one person may become owner of 4S0 acres of the public domain, ICO acres under each law. This is too large an amount of land, in our opinion, for any person to acquire in this manner. We think the policy of the govern ment should be to furnish an many citizens with comfortable homes as lung in the future as is possible, and 1G0 acres is enough for this purpose. By giving this amount it will not bo many years till our public domain will be taken up. Tlio pre emption law was passed in '61, the homestead law in '67, and the timber culture in '73. When the homestead act was enacted the pre-emption law should have been repealed, and the timber culture law should never have been passed. JWe have, thcreforo, in substitute, provided for the repeal of the pre-emption and timber culture acts, and offer an amendment to tho homestead law. Washington, May 19. The bill in relation to the forfeiture of tho North ern Pacific lands which was introduced to day by Senator Dolph, provides for the immediate restoration of tho pub lic domain and co-operation of the pub lic laud laws, that portion of the grant lying caterminous with its main line between Wallula Junction and Port land, a distance of 214 miles. It also provides for the forfeiture at the end of the five years from the pasiago of the bill all lands adjacent to that por tion of the Cascade grant which shall be unbuilt in effect, giving the road five years to build the Cascade branch. The bill proposes to authorize persons in possession of any of these lands to purchase 320 acres if so much has been improved by them. That by the penerous policy of the Republican party in congress, liberal ap propriations have been made lo various portions of our state, and we favor a con tinuation of that policy for the fuitherde vclnpment and relief of the country, aud we demand prompt and liberal appropria tions lor the improvement of the bar of the Columbia river; a'so for the entrance to all harbors and bays of our coast; also for the improvement of all our navigab'e rivers, including thebui ding of necessary locks, to the end that our rivers may be made public highways unlrauuucled by tolls and unnecessary delays. 7. That all unearned grants to railroads and wagon roads in this state should ne lorfeited and opened to settlement by those entitled to the benefit of tho laud laws of the United States. 8. That the laws of Oregon providing for assessment and collecting revence, in eluding the "mortgage tax law," should be amended so as to insure an equal ami just distribution of aalion upon all the property real and personal in the state. 9. That wc demand of the next session of tho legislative assembly of the state the passage of a more just and efficient mechanics' lien law. 10. We rencv our declarations in favor of restricting Chinese immigration to this country and demand such additional leg islation by congress as is necessary to effectually prevent any evasion of the laws now in force on that subject. 11. Thatwc favor the enactment of a good and sufficient registry law, lo the end that illegal voting may be prevented. 12. That the Republicans of Oregon approve all legislation which tends lo pro mote fidetity aud efficiency in the civil service cjf the country, and we declare the Republican party pledged to civil service reform. 13.
