The Oregon Central Land
Grant.
Congressional action upon the for
feiture of the land grant of the Oregon
Central railroad on last Saturday was
as follows:
The house took up for consideration
the Bill declaring forfeited land grant
ed to the Oregon Central railway in
1871, for construction of a road from
Portland to Astoria, a part of which
has never been built. Fayeon, of Ill
inois made the opening speech, in
which he briefly went over the points
in the majority report of tho committee
on public lands.
George, of Oregon, followed in a
strong speech, in which he stated that
unless allowed to amend the bill so as
to obliterate some of the objectionable
features, he would vote against it. He
exhibited a rough map of the route of
the road, showing that the company
had constructed from Portland to Mc
Minnville, and in good faith earned
the land grant for that portion. He
stated that the rest of the lino, ninety
two miles in length, had never been
built, because river competition be
tween Portland ami Astoria would
have rendered the enterprise unprofit
able. Resides forfeiting all the laud
grant, both earned and unearned, the
bill forfeits the right of way o.f the
constructed road through public lands
of the "United States, which he con
sidered outrageously unjust. George
argued the section of the bill allowing
persona who had purchased from the
company to obtain title to 1G0 acres
from the government would protect
more speculators than actual settlers.
He offered five amendments, perfect
iug tho bill in the particulars named,
which were allowed by unanimous
consent. JJuring his whole speech
George was listened to with marked
attention by the entire house, and
though p?stered throughout with ques
tions his answers often brought out ap
plause. The bill was no disposed of,
so the house adjourned after George's
remarks.
Railroad Control-
The rumors are current that the
TJnion and Central Pacific railroads
are working to gain control over the
O. t C. and the Oregon Railway and
Navigation company's lines. The ces
sation of work on the O. ot C. exten
sion seems to corroborate that view.
In reference to the control sought to
be gained over the O. R. N. Co's. line
from Wallula Junction to Portland,
and the use thereof by the Northern
Pacific Vice President Oakes gives the
following to the Pioneer "Press" of
Minnesota:
"The Northern Pacific has a con
tract, which ante dates even tbo con
struction of the Oregon Railway and
Navigation company's road, under
which the Northern Pacific has aeceis
to Portland on as good terras as if the
company operated its own line to the
point. I doubt whether it would build
a line of its own to Portland in any
event. Present arrangements with
the Oregon Railway and Navigation
company, could not be abrogated by a
change of ownership. The contract is
made in perpetuity, and good and val
id consideration was given. Holding
such a contract, it would not be neces
sary for the Northern Pacific to build
from Wallula Junction to Portland,
evrn if the TJnion or Central Pacific
secured control of the Oregon Eailwiy
and Navigation company."
Dream Cake-
Dream cake is a new production,
and will be welcomed by all lovers of
good cake. It is baked in three lay
ers. Each layer should be about an
inch and a half thick when baked.
The two layers are frosted with con
fectioner's sugar and the white of nn
egg; the frosting for the bottom layer
is flavored with lemon, the next layer
with vanilla and the top layer is thick
ly covered with cocoanut and is deli
cately flavored with a few drops of
rosewater. The cake may be made by
following any good and sufficiently
rich recipe for white cake.
A cold, damp, airy temperature
will cause animals to consume more
food without corresponding results in
bone, muscle, flesh or fat, much being
used to keep up warmth. "Troy

Gladstone is guarded by a detective.
Drinking and Position of
Trust
The authorities of the Wisconsin
Central Railway issued in October last
an order requiring the instant dismiss
al of any employee who might drink
even beer whether off or on duty.
There was a good deal of opposition to
the order at first, as if it infringed up
on private right, &c, but it has
wrought so well that wa are told sev
eral other large railway corporations
are thinking of following tho same
course. This is in the right direction.
The traveling public have a rigkt to
the greatest possible protection, when
on their necessary journeying, and
they will be pleased to know that none
who arejn charge of trains havo even
the chance of becoming drunkards.
A man does not need to be drunk in
order to work irreparable mischief.
An extra glass, by giving him a cer
tain amount to unsteadiness of hand
or brain, may do all; and these railway
authorities in Wisconsin do well to
say to all who seek employment from
them "You can't drink and work for
us. We don't ask you to givo over
drinking. That's your lookout, and
you have a right to do a3 you please.
Rut if j ou will drink you aro not for'
us. We require men who have all
their wits about them, and that any
one who drinks never has."
Stealing a Ride in Eng
land. A man wishing to travel free from
Wolverhampton, England, to Liver
pool, proeured two stout pieces of rope,
which he fastened to the axles of a
railway carriage, leaving a noose at the
end of each. Into ono noose he put
his legs while be inserted his shoulders
into the other. In this; position ho
hung when the "train Started. The
train was an express, and did not stop
until Crewe was reached, which is
about 70 miles from Liverpool. He
was rather nncomfoitablo when tho
train began to move, but when he "ot
into full swing he had real torture.
and when he reached Crewe ha was
nearly dead with fright. Here he was
taken into custody. To the magistrate
who ajudicated on the case he explain
ed that his sensations when swaying
to and fro were something awful, and
the effect of the sleepers as they
rushed past him nearly robbed him of
reason, and he "was afraid that every
moment the rope would slip from his
shoulders and hang him." The ma"
istrate decided that he had had enough
punishment, and, remarking that he
was not likely to repeat the experi
ment, sent him about his business.
This must be a good deal worse than
riding on trucks, which American
tramps sometimes do.

warm as I look. I have solved the
problem nith trousers, and without
making a bloomering guy of myself,
either. Ihey are not apologies for
(antaloons, but a good, thick pair,
different from mens only in the fact

aided only by such facilities of inspec
tion as a chance flirt of the skirts af
forded, to see that they were not or
dinary black stockings. So I am kept
at a good temperature, and don't rely
upon my petticoats to do anything but
look respectable.
They are intended for comfort only
not only in walking but also in sitt
ing. Their tightness at the ankles and
looseness at the hips shape them after
the model of two spinning tops. I
laugh at, yet love them. Try a pair.

Gen. Sherman has received houses
and other presents worth 550,000 since
ho beeame general ot the army, exclu
sive of the S30.000 worth of diamonds
given by the khedive to Mrs. Fitcb,
and since divided among the general's
daughters. For the past fifteen years
he has been paid S17.500 a year, and
he will draw this salary until his death.
