-sc Sargent Declines the Russ ian Mission. Washington, March 29. On receipt of Secretary Freltnghuyaen's telegram informing him in a complimentary manner of his transfer to St. Peters burg, aud the unanimous confirmation f hia nomination by the United States tenate, Miniwter Sargent cabled the secretary a warm expression of grati tude for the approval of his course in the Lasker matter, and for the action of the president and the senate in con ferring upon him the Russian mission, bat adds that he could not accept it, and wished to resign the post at Ber lin to-day. In response to further telegrams from Frelinghuysen Sargent telegraphs repeating his assurances of gratitude, but adhering to his purpose, because of ill health, and for other reasons, to be explained by letter. He adds that he would to-day turn over the legation to the secretary of the le gation, takiug a leave of absence, on the expiration of which he will form ally announce to the German govern ment his resignation. The question for debate at the Se .wickley Colored club last evening wat-: Which is of moat benefit to man, the steam engine or the horse?" The horse orator grew pale when his opponent asked, vehemently: "What am de hoss, anyway? NuiTn but a steam ingine. At the Republican primary eleetion held at Youngstown, Ohio, it was sug gested in order to get a eorreet vote of the people to propose a public vote in the matter of presidential choice. The result, while not unexpected, was gen erally a source of surprise that Blaine's popularity should be so very marked.
