The Mortgage Tax Law.
Jude Deady' decision, declaring
the mortgage tax law unconstitutional
on technical grounds, does not meet
with favor in this part of the State,
and we do not believe in nny other'part
of 'the State outside of Portland. A
very largo majority of the peoplo of
both parties in this county are un
doubtedly in favor of making money
lenders pay taxes on their money. If
there is any injustice or defect in the
law to tax mortgages it is because the
lender- may in tsome way evade the
provisions of the law, by making the
borrswer pay the" tax, instead of pay
ing it himself as the law contemplates.
The claim of injustice set up by the
organs of capital, because money is
taxed under tho mortgage tax law fo
its full value while land and other
property are taxed for only one-third
or one-fourth of their nctual cash
value, has but little weight against the
law, or against the custom of assessing
property at low rates and money at its
full value. The owner of money can
afford to pay taxes on full value of his
capital, because be can always get a
net income of eight, ten or twelve per
cent, on the full value of his money.
On the other hand, the owner of land,
houses, and man other kinds of prop
erty, after paying for labor, repairs,
expenses, etc., cannot realize more than
two or three per cent, on tho cash
value of the property, and in many
instances such property brings no in
come at all or is an actual expense to
its owner. For this reason there is no
injustice in assessing money at its full
value and in assessing many kinds of
property at one third or one fourth of
its probable cash value. True, tho law
says property shall bo assessed at its
cash value, but in deciding what that
value is tho assessors are right in
placing low valuations or such proper
ty as dcs not bring tho owner much
income. In doing this they do not

capitalists charge, but place a sensible
construction on the law and perform
their duty faithf ul'y. An) other poli
cy would make property so burden
some and undesirable that eterybody
would soon be trying to get rid of all
property and turn everything into
money. It is too much that way now.
The owners of many kinds of prop
erty, especially land, have great diffi
culty in paying their taxes on a low
valuation, while the men who have
money can easily pay from their inter
est the taxes on a full valuation, and
then have three-fourths of their income
left every year to add to the principle.
Any officer or political party that un
dcrtakes to raise assessments of prop
erty, above the low va'uation usually
adopted by county assessors, will go
out of power at the Crst election and
stay out, State Journal.
A Good Teacher. Tho directors of
the Canyonvillo district have secured
the iei wci'M of Hon. J.tiiiet F. Gazley
Sr. to teach tho spring term of school.
The people of that community are to
be congratulated on having secured so
able and efficient a teacher as Judge
Gnzley, and also the teachers of the
county nhoulJ feel pleased with such a
valuable acquisition to their ranks.
Mr. Gazley was a teacher of no mean
attainments twenty years ago, and his
return to school room duties is a matter
of surprise to his many friends. There
is no doubt but that the Canyonvillo
people will have a good term of school
during the spring months. "Plain
dealer." Senator Harrison of Indiana has in
troduced a bill into the Senate to pro
vide a pension for ex-soldiers of the
Union army who arc justiy entitled to
receive one, whose claims aro not
maun under tlm cxitting pension laws.
Soldiers now MilFerine disability aris
ing from exposure lit tne service, al
though it had not developed at the
time he received his discharge, will be
granted pensions if the bill passes. If
the soldier be dead hu widow or minor
children may apply for the pension.
Representative Cannon of Iowa has
introduced a bill of similar import to
the House.
Hon. John Huiley of Boise City
Idaho for a long time superintendent
and chief owner of the U. I. k O. Stage
Company has resigned hi position,
which has been taken by Sir. A. H.
Boomer of Boise City. Mr. LTailey u
still in poor health.
The Duty on Wool.
Gov. Hoadly of Ohio has written a
letter to Speakor Carlisle urging the
restoration of the old duty on wool.
It appeals to Carlisle's good sense.
Hoadly's letter in it3 full text is aa
follows:
"Some little time since Harper,
champion wool grower of Ohio, .asked
me to writ? you, urging the restora
tion of the former wool duty, in ac
aordance with the platform of the Ohio
democracy. I told him X thought ha
would find you with well-defined views,
pro and con., on this subject, which no
letter from me could modify or pro
rwoto. But as he pressed me, I can
not but think it well to advise you of
the grounds upon which those of U3 in
Ohio who desiro tarifF reform are able
to sustain our approval of this part of
the platform. The farmers and plant
ers of our country pay an increased
price caused by tarifT taxation on their
utensils, their doting, indeed on every
thing they consume or use, while the
product of their labor h measured by
Liverpool standards. It is obvious
that this will continue in somo degrpo
as long as we have any tarifT at ail.
The only recompense possible here at
te north is found in the wool duty,
and it is upon the ground of exception
to the rule that men like myself aro
unwilling altogether to give up rice
duty, sugar duty or wool duty, while
those who prcduce rice, sugar and
viool ae taxed for the benefit of do
mestic manufacturers of sugar, plows.
and other domestic products used byj
them. But it is as an exception only,
I admit, and not otherwise. In brief
it is but justice to our wool produce
that the product of their labor
capital should receive somo reasoniJ
compensation for the outlay they!

of all producers, hut not all producers

their business. It is the sudden and
rough disturbance of values of a pro
duct into which they wore invited by
their country to invest of which ther
have a right to complain. Your own
statement of the methods proper for
such legislation, your own opposition
to the shock of hasty disturbance of
settled investments ercouragee them
to look to you for aid in their present
emergency. I respectfnlly ak for this
large and intelligent class of our most
useful citizens tho great aid which I
know your high position and eminent
talents can give them."

days when diseases of the throat are so
universally picvalent, and in so many
cases fatal,r3Vffeel it our duty to say a
word in behauiof a most effectual, if
not positive, cure for the sore throat.
For many years past, indeed we may
say during tbe whole of a life of raor
than forty years, we haye been subject
to a dry, hacking cough, which is not
only distressing to ourselves but to our
friends and those with whom we am
brought into business contnet. Last
fall we were induced to try what vir.
tue there was in common salt. W
commenced by using it three times a
day morning, noon and night. Wo
dissolved a Urge tablespoonful of pure
table salt in about half a small tum
bler of water. With this we gargled
the throat most thoroughly before meal
time- The result has been that during
the entire winter we were not only fret
from coughs and colds, but tho dry,
hacking cough had entirely disappear
ed. Wo attributed these fatisfactory
results solely to the usp of salt garglp,
and most cordially recommend n trial
of it to those who are subject to dis
eases of the throat. Jlany person
