rs&rr4-'X7eyi afytr OREOONSariNL JAKlSVII,(.Ki Saturdat. Decembeii 17, 1881. KlILR.OA.Di AMI-TI1K A.TI-3KVMrULY 1.KAC11V A. document, Raid to be ixueil hy "the Marion county Anti-inotiojilx League," has made its appearance and state papers are requi-sted to copy. Ii Eon no paternity, no one caring to stand sponsor for its errors and unfair conclusions, and its extreme length h sufficient reason fur net republishing it in our limited space. It is intended to creste prejudice against the railroad management in Oregon, else it would have dealt faiily with the question, hut contains Rome things worthy of serious consideration. Speaking of the 0. & C. R. It the manifesto says: "There is-evidence on tile in the Su prenjsJJourtof this state, showing that tlirtost of the"rttroadrtr6in 'PortJ&nt to Roseburg, a distance of 198 miles, was $2, 785, 016.16. There was issued of honds on the line of road from Port land to the state line 365 miles 10,- 950,000, all of which were sold,, and- all of the money, save that expended in construction, was appropriated by the promoters of the scheme. There was issued in addition to the bonds, $20, 000,000 of stock. Under the remodel ing of this elastic corporation, the 10, 950,000 of bonds have been converted into- seven per cent, interest bearing preferred stock; ami for the accrued in terest on the bonds there has been i eued 5,475,000 of common stock, mak ing a stock debt of 36,250,000 on n road that has only cost 2,78o.016.16 Thus, it will be seen, the foundation has been laid by which, when the busi ness shall have become sufficiently de Teloped, a tax of S2.549.750 may b. levied on the people to pay a 7 pet. cent, dividend on this watered Mock ' Thestatementthat36,425,000bon.l ed debt, represents the alleged cost of the roud, to Hoseburg 2,785,016.16. is not only unfair but untrue. It rep resents the cost, and pro ides for the building, of the whole 365 miles. There are yet L67 miles to build, the linn running through a rugeed and mountainous country. The engineers estimates are 50,000 per mile, S8250. 000, which shows a fatal en or or un in tention to misle.ul mi the part of the league. If there were any probabili ty in the conclusion; that the company intend to levy an onerous tax, it would be time for legislative interven tion but, what are the exact facts The preferred stock of the company is, to day, worth in -London: 58 or 6,351, 000 the common stock is worth in the same maiket, 24, or: 6,114,000 an aggregate of 12,464,000, the inter est on which, at 7 per cent,, would be: $S72,550. Have the company made, or attempted to realize, such a rate of interest? The sworn statement of the officials of the road, for 1881, show: the total earnings of the 19S miles have been 405,219.54, totsl expendi tures including, repairs 321,793.32. Net earnings: 83,426 33. The latter Bant rejr-sei t about twop-r cent on the actual cost of the road mid the item of. 5j4T5,000 abote noted as "accrued interest" proven that, so far, the road his been a bad investment. Does this state of facts show a disposition on the part of the company to levy such n tax that their earnings would reach 7 pet cent? On the contrary: it proies that the company has shown a disposition to do the carrying for Oregon farmers, at so low a rate, that, within ten ycarp, there is an arrearage of 5,475,000 in terest on ite bonds. So far from grind ing and oppressing the people; it is no torious that the rood south, of Eugene City, to its terminus, has been run at a loss; that grain has been carried from Hoseburg to Portland at, the same rate established between Eugene City and Portland or, in ether wotds, it has been hauled from Roseburg to Eugene for nothing in order to encourage the de velopment of the country. The mani festo raskcsa-compirisoii between rates, of freight and passenger tariff, on the O. ii C. road, and those of the New York Central and Pennsylvania Cen tral anil gravely insists "that the peo ple of Oregon have- been grossly im posed or J' Just how the people ha e teen "imposed on" by a company, that Bas barely earned- two percent on its actual capital, is left unexplained The comparison is unjust and contains about as much common sense as a de mand ihat a woman with a spinning wh--el furnish yarn in like quantity, and at the same juice, as a man with a ppinnin;: machine with three hundred spindles. We use ihts couis-irisiu lip. caue; the traffic of either the N. Y. C. or the PeniiM Iwuiiii i,md, mid dial of the railttuid in Oregon U fully s disprnportimntp. On the two eastern roade, an average f neailv three hun dred loaded trains pass daily: on the Oregon road; one through train is run, daily, frequently arriving at Roseburg without a single passenger. If the league knew anything of the subjct it is treVting, il would know, that economy of ttiWoriHtion defends mainly on the certainty of full loads and the con tinval employment of the fixed capital el railroM company. Therefore, a road with an immense traffic may make a proGt nt an extremely low rate of freight and passenger tariff, while a road with little buMness may actualU ose money, even with extiemely hi'.di rates; because ninety i er tent of the -xpenses ore as great for one ton of freight; or for one passenger, transport ed a given distance, as for a hundred tons or a hundred passengers. Capital "irvested in railroads is sym pathetic Its profit depends on the prosperity, the productiveness of a country, and the consequent amount of msiness offered. Those who build ailroads expect a profit and are en tilled to it and. as they are usually not fools, there is little danger that hey will pursue a course fata! to tin ir iivestment and that will, inevitably, nake their money unproductive, there fore; the inlere.st. of those whose busi it is to transport the products cf a country and that of the producer is identical. The dictum of the League is by just and wholesome regulations from earning, more than ten per cent on their capital stock." There should be equity in all things; then will the League guarantee that the company do earn such a rati- Such a guarantee would put up '.lie common stock to wenty per cent premium, in any mon y markeUin the world and the comp iny would be delighted with so "just and wholesome a rfgulation." The League have not mads out their case, nor can they make a case, by grossly false and unfair fctatcment-. The people of this state want all the means of transportation they can pos sibly get and will deal fairly with cor porations that assist in developing jur resources. No diatribes, unfouud d in truth or equity, can prejudice th people at large and, when it becomes necessasary to regulaie railroads bj legislation we believe it will be done, is it ought, in a spirit of fairness aii'l justice. The animus of the League is ippHraut when it charges the tailroad -oinpairy with "reseivinga large sur lus for the purpose of controlling tin politics of the country." What consti tutes the "surplus," when the company hue been earning onlv two percent, is left to conjecture. This possibility is the teal "head and front" of coi or. ate offending. It is the dagger of Bi u tun that is hidden under (lie judicial ei nijne of the .chief Leaguer the cloven hoof that shows itself under tint tunn of others pitriots, iilu-ayx ready t 1 1 sacrificed on the nltnr of flice, and tl e cry of "stop thief" will hardly divert at tention from themselves. Let the peo ;ile elect fair, capable, business men u he legislature not fanatical demagog ues and, if legislation is nrcei-ni to restrain coiporations, it will In -.uch as to encourage capital not drivt it out of the state.
