On January 24th Yice-Prewdent Wheeler laid before the Senate several memorials of the Lcgislatit e Assembly of Oregon asking Congressional aid for public improvements in that State. They were as follows: Appropriation for the construction of a breakwater and harbor of refuge at Pott Orford, $500,000; for the completion of a canal and locks at Cascade falls, Col ombia river; requesting sufficient ap propriation to deepen the channel at the mouth of the Columbia river; ask- jng for appropriation to improve the Alsea river; requesting 5200,000 for the improvement of Yaquina bay, Benton Ckx, praying that the time for the completion of the Oregon and Cal ifornia Railroad, now built from Port land to Roseburg, may be extended to December 31, 1S90; pray:n; that Con gress, will throw open to pre emption and settlement th Malheur Indian res ervation of one and a half million acres, as since the Bannock war this reserva tion has been practically unoccupied by Indians; asking for $10,000 for the im- jtrovement of the military wagon road from Scottsburg to Camp Stewart, and 15,000 to open the military and post road from Camp Stewart to Fort Klamath. The amended assessment law con tains tie following rule for the value ation of property by the Assessor. 'True cash value shall be held and tsl-en to mean the amount such prop erty would sell for at a voluntary sale, made in the ordinary course of bna aess, and not what it would bring at public auction or forced sale." It Is very doubtful, indeed, if any suggestion we could make would be en tertained by the County Court; but, nevertheless, n-e intend to cifter ono in all sincerity and without anr lmjierti nent intention. The late freshets have destroyed a number of county bridges most of which will have to be replaced and it is to be hoped that when re built they will remain where they are put. In order that they be securely and substantially built a commission of three competent mechanics should be appointed to select the site and pre scribe the planand all of these men should be barred from any interest in a bridge contract, but should also de cide whether the work had been hon estly performed or not by the contract or. This would seem preferable to the. plan of permitting contractors to do their work unwatched and sending "experts" to accept the work, who, in csmp&ny with the contractor, look at it through the end of a bottle acU pro nounce it rood. "An ounce of pre- vention is worth a pound of cure," and although the expense of a commission vould be an additional item in the cost of a bridge, if men of sound judgment were selected, it would prove, in the end, to be economy and relieve tli3 County Court of much responsibility. No agri cultural community ever did or ever will prosper and do other thiu supply itself with such productions as it can produce.
