Finance- What tins tho administration done, and what i Iti financial policy, aro qucitions that deeply interest the American. 1st. Tho first and elementary part of tho policy of tho administration is con tained in tho act of Congress to trcngthen tho public credit. It pro Tides that tho public credit must be maintained, and all the debts of the country sooner or Inter shall bo paid in gold. 2d. To pay off the whole debt of the country as soon as it can bo convent cntlydotio out of tho surplus tevenue cf the country. 3d. To rcduco tho interest on the debt as much as possible, by exchang ing tho bonds for those of lower in torest. 41b. To keep up tho tariff and tho internal revenuo ns long ns it is ncces fary for that purpose. 5tb. To anivc at specie payments a, soon ns possible. This is tho fixed policy of Grant's administration. It is no vacillating, uncertain course. The merchants and manufacturers may depend upon its stability, unless tho demagogues nro permitted to make ituncertniiiby their repudiating attacks on tho credit nnd prosperity of the nation. What has Mr. Boutvrell done ns Secretary of the Treasury? In right mouths, fioni March until November, 1600, the pub lio debt has born reduced ixty.fbtir million of dollars. That will bo n roduction of over four millions in in terest per annum. If the administra tion goes on with this policy, nnd the pcoplo arc patient, no less than five hundred millions of tho publio dobt will be paid in four years of Grant's administration, and in ten years the whole could be paid. This is sooner than necessary to pay it. It would Lc better to rcduco the taxes, improve our rivers, and build gient national rail roads, nnd pay the debt in forty years than in ten years. Pour ju-r cent. United States bonds, payable in forty years, can bo sold in tho European markets fnstor than six per cent, bonds payable- in ten years. Long Govern ment bonds nt low interest always sell better than bonds payable In n short time. Moneyed men want permanent and suro payments, nnd they don't expect high inlcrost. The Government would do well to fund nt load one half tho 0 per cent. 7-20 debt, nnd ono hall of tho lcgnl tenders, with -1 per cent. -10 year bonds. Gold in now bought at 120 cents. Itcdcrin ono half, nnd tho balance, in nil human probability, would 1m nt par nil over tho United Stntcs. Tho revenuo is increasing. This will enable tho Gov ernment to rcduco tho debt, nnd this will tend to rcduco tho price of gold. A reduction of tho currency is a dell cato question, but it h absolutely necessary before we can return to speciu payments. It ntcmuribj involves gradual r duct inn of price, a constant narrowing of margins, and a curtail ment of nil kinds of speculations ex cept thnt of gold, which, till lelurn of specio payments, can not bo avoided. It is plain to nil minds that to a com mercial people this is disagreeable. Tho dekiro of most traders is to do just tho contrary. If prices aro i Mug, any trader can make money. The policy of tho Government is n good one, and it has been endorsed by the people. Pendle ton intended to rno to tho dignity of a presidential candidate in 1872 on it, but being condemned by the people, hu has accepted tho presidency of mi insignifi cant railroad, and ho declines to bo a candidate in 1S72. Burmeister states that at tho time of the fight they mot by accident, Judge Scanikcr being with llurmcistcr, and Mr. Dwight with Morford. They passed rach other about twenty paces. Burmeister says as ho passed Morford ho saw his hand I o n pistol til tuc time ot passing, lie turned and inquired : " What do you mean by such actions r" To which Morford replied: "I mean that you ate a s n of n b h," and lircd the first shot. Dtvighl testifies that he did not see tho patties when tho first firo took place, bin had turned to run away. There is other evidence to contradict tho statement of Burmcis'.er thnt Mor ford fired the first shot. Be this as it may, three .shots were fired by each, and at tho third round Morford was wounded in tho right tcmplo by the bullet from Hurmclttci's pistol. Bur mcUter was unhurt. Morford lingered unconscious until tho next morning, nnd expired about three o'clock on tho 7th instant. After llio death of Mr. Morlord, Mrs. Morford returned to Boise City, and niteuded the funoral of her husband.
