Cocku: Iiunn. There is n law- in
this State requiring Road Supervisors
to eradicate this troublesome weed
from the public thoroughfares. Also,
obliging owners of properly to cut it
down within their enclosures. In either
case, it is to bo dono before seed
ing, and for non-complianco a heavy
penalty is imposed. It seems, thnt by
a decision of Judgo Prim, at the June
term of the Circuit Court, thcro nro no
legal -highways in this county, and,
therefore, Road SuporviRors nro not le
gally obliged to conform with the
terms of the law. Morally, if not le
gally, they aro under obligations to
discharge their duties, having accepted
-oflico with a full understanding of the
responsibility uttached, nud the good
sense of any such oflleer should dictato
the propriety of attending to a mnttcr
of so much importance in an agricultu
ral community, without urging. Un
common custom, the roads now trav
eled arc public highways, and, in our
opinion, nro ns much governed by the
law regulating them ns if legally laid
out and constructed. If they nro not
highways, then they nro the property of
those through whoso land they run,
and subject to tho law on this subject,
applying to privnto property. Tlio
road for some distance south of Phrunix
is completely grown up with this dan
gerous weed, nnd some person should
bo held responsible. Rut, if no legal
responsibility can be mado to nttaeh,
and tho law enforced, we should think
the citizens of that precinct ought to
have sufllcicut public spirit to attend
to tho matter themselves.

number, nud respectfully call the atten
tion of tho proper authorities to it be
fore it is too Into. In tho first place,
our judgment is: thnt tho Trustees er
red in awarding a contract for stones
four inches thick, nnd afterwards al
lowing tho contractor to reduce the
thickness to three inches, without n
corresponding reduction in his bid;
next, it is doubtful whether crossings
of tho flimsy chnractcr of those being
lnid will stand tho weight ot heavy
teams passing over them ns witness
that oiia from Grccumnn's to Jacob's
corner; nlso, thnt when lnid, some re
gard should bo had for appearances,
and tho contractor required to run
them nt right angles, nud in a line
with tho sidownlk, which is certainly
not tho enso with tho crossing afore
mentioned. Tho pcoplo pay all that is
asked for this work, and they lmvo a
right to ask thnt it be done properly.

The Railroad. The "Willamette
Valley Railroad seems to bo a fixed
fact. Arrangements havo been mado
by tho company hero with Eastern cap
italists, by which the money lo build
tho road is to bo furnished on n mort
gngo of tho road nnd rolling stock.
The material for tho first section of
twenty-five miles is already purchnsed
and probably on tho wny by this time.
As soon ns tho bonds arc completed,
which tho company nro now preparing,
nnd sent East, additional material will
be shipped. There is ono satisfaction
nuom mis nrrangemeni, n, icnsr, mo
people of Oregon can loso nothing, as
the builders nre secured only by a
mortgage on tho rond. which will be
utterly worm less until the road is
built. A friend who has recent
ly returned from Salem, says that
after n careful investigation of the
whole matter nnd nu examination of i
tho company's books nnd papers, ho ,
has concluded that wo aro to, havo n,
railroad. As to where tho railroad
will run no defiuito information can be
had, ns there has yet been no author-
zed or definite survey. If it is to be I
n "Willamette Valley Railroad, it will
be( built in this part of Oiegon, if not
it is perhaps ns likely to lend olf from
the head of navigation on tho Colum
