to restore harmony and the general wel
fare of the country. President Johnson,
thinking otherwise, and, we believe, from
an honest nod sincere drtlre to nceomplith
the same purpose, has Interposed I1I1 con
stitutional prerogative and prevented the
bill front becoming n law. 'I'ho people are
nlways alarmed nt the exercise of the veto
power and the public mind is nblaso with
npprchcnilon. Wc have had too much
political excitement, too much radical, par
tisan feeling over n question that required
the cool and temperate judgment the wis
dom and sagacity of the nation to adjust,
ami wc think when the wild tempest of pul
sion has subsided and the tears of the peo
ple been appeased, that they, In their toler
Judgment, will sustain the President in his
