S I I . Scmi-tocckln Scntmcl. i The Railroad Suvvey. 7b the Proplcof Southern Ore f on : The undersigned having been nppnlntcd, by the "California and Oregon Kuilroad Com pany," Commissioners 1o open strck books, for subscription to the capital stock of said Company, would most respectfully cull the attention of the people to the Im portance of the enterprise, ond the objeclH now in view. It is not proposed now to receive subscriptions to the cnpitul stock of the Company, but to receive subscrip tions to the "Survey Fund." The citizens of Marysville, Cal., have started the sur vey with a subscription ol three thousand dollar?, und all the towtiR on the route be tween Murysvilla and the State line are moving in tho matter. We now ask the citizens of this part of our Stutc, to come forward ond aid this enterprise, with the name public spirit that has been evinced in California. Subscriptions will be re ceived at nil central points throughout the Noetic Itivcr and Umpquu Valleys. Sub wriptions of any amount will be received, mid arc solicited. Subscribers to this fund will be entitled, for every ten dollars sub scribed by them, to one vote in the first meeting for the permanent organization of the Company, to be held at Yreko, so oon us the survey is completed to Port land ; and if they desire to tuke stock in tho capital of the Company, their subscri lions to the survey will be credited to their subscriptions to the capital stock. The subscriptions in Uoguo River Valley will lie placed in the hands of James T. Glenn, 3w., of Jacksonville, und those in the Umpqun Valley will be plucrd in the hands of A. II. Flint. Ksq.. of Uoscburg. to be, ly them, paid to Mr. Elliot, the Engineer of the Company, as he passes through In making the survey. It is to be hoped, olso, that all persons thrown whose lands ihe surveyors may pnss, and all others, will render any and nil assistance they can to the party. Let us meet these California with true public spirit. The importance, of the enterprise to Southern Oregon can not be over-estimated. The building of this railroad through our valleys would nlmnce the value of real rstnte in our midst not less than one thousand percent.; while the cost of living would be reduced fully two-thirds. Every nero of vucnnt ncrictiltnml lund would be Immediately taken up. and land that will not sell now for live dollars per acre, would readily com mand from twenty-five to fifty dollars per were. This is the experience of railroad 4'nterprises in California and the older .Slates, and stronger reasoiiB prevail to sus lain tho rule (icrc. Immigration seeks the line of tho railroads, and it k safe to say that tho population of,our valleys would lipnwlrupled with, permanent.' settlers 'in less'than two ycurs after' the railroad be comes a certainty. As matters stand now with us. all property is, to say tho least, at -n stand still. Let it be known that the -survey hus been made, and a cnmpnny or ganized to build the road, and tho value of property will advnnco by that fact alone. !Every WcSlrm -man knows this to bo the rule 'in nil tho Western States. Dot It is siiid that the Tond never can be built ; 1hnt the people-arc too poor. It is not e.v jH'ctcd that the people along the lino of the road will build it ; but if they will only make the survey, show their interest in the matter, and demonstrate by tho Engineer's Teport that tho mad can bo built for n reasonable sum, then, foreign capitalists will tnko 'hold of the matter desiring al ways to invest where there can bo no corn petit ionnnd Congressional aid can be obtained Mid tho mad put through. Till road will be but a continuation, in fact, of the great Pacific mad, and there can bo no doubt but that Congress, upon a proper presentation of the road us u military ne cessity, will readily grant the usual bonus ofSlG.OOOper milo for tho valleys, and 18,000 per milo for tho mountains. The ronte does not offer near as many difficul ties as tho route of tho Baltimore and Ohio Railroad, aud ret that road wus con structed almost entirely by tho city of JSaltimore. mine people, tneieiorc, tuuo hold of the subject with conlidenco and in earnest, and subscribe to this survey liber- wily. lho Engineer has already commenced his work, und will soon bo in our midst. It is certainly tho best investment that pro perty owners in Southern Oregon can now tuulre. J. U. Tor.MAX, A axon Rosk, J. (Jaston. Jacksonville, July 14,1863.
