It took place nbout the second week of November. The Governor appealed for permission for inhabitants of Louisiana to trade with New Orleans, exchanging cotton and sugar for salt, clothing nnd other necessaries. Davis refused thu application, saying that it was impossible to grant tho requist, mid that no proposition of the kind could be entertained till January. When Lincolns policy should be developed, it would be time to consider Governor Moore's request. The Governor's reply was short nnd cm plmtic. The peoplu of Louisiana, ho Fiiid, could not stuiid fitich a delay. Sickness und death were raging among them, nntl they were powerless to help themselves. They must have salt and medicine, or die.
