In our last issue, wc published the. rebel
overtures of peace, sent to cettain North
ern Democrats by Dr. Harney. It may be
a ((mod of the first water, but wc arc in-
t-nneti to iicnevc mere is some mini in it.
The declarations of Harney, corroborated
by the public assertion of the infamous
Wood, give them tho semblance of truth.
Then the persons to whom they are sent is
another corroborating ciioumslance. We
would naturally expect that such overtures
would be made to such persons. " Hy
gones are to bo by-gones ;" " a general am
nesty for civil nnd military rebels is to be
proclaimed ;" nnd the Government of the
United States is to "assume the rebel war
debt ;" and then all will be well again !
'I'inlfi linn 1t1im-.il unit frmiii-iiia io il lint 9

Do the rebel sympathisers out this way nc
cept? Speak out, gentlemen, and let us
"know. You have been bawling for pence
until you arc hoarse, und now, how do you
like the proposition 1 And then, if wc tin--derstnnd
you aright, you are slightly op
posed to co much taxation ! How would
you like to thribble it ? While you pay a
littlo federal tax, would it be solacing to pay
it good deal Confederate? How do you
like the idea of not only letting the bur
glur go free, but of remunerating him for
his time, expense and trouble, in breaking
into your house? This is a progressive
age! What next?
lint while we may bo in doubt ns to the
action of the sympathisers on tho proposi
tion submitted to them by their " Southern
brethren," their is a point on which wc nrc
dciir: Uncle Abe's proclamation litis com
menced to work ! 1 f this rebels go on, they
loose- ell. They never were in greater
straits than now. Their entire coast, with
the exception of two isolated spots, is in
the possession of I lie Federals. They are
walled in on every side with gleaming bay
onets and floating iron-clnds. Their flnnnces
nrc disordered, and their supplies decreas
ing. The tiecessark'8 of life nrc nt starva
tion prices. They have exhausted their en
ergies, and urc now staggering under the
weight of their accumulated difficulties. In
the meantime, the First of January ap
proaches a day big with interest a his
toric day. That tho Government will sup
. jiress this rebellion is a moral certainly.
The rebels know and feel it 5 und wc doubt
not but that they lire anxious to extricate
themselves from the consequences of their
'.nadness, und yet preserve slavery. Hut,
bow to do it ? is the question. We expect
to eco nti effort mudu by them and their
northern sympathisers for a cessation of!
hostilities, and an extension of the time for
emancipation to go into effect, so that the
" institution " may be saved.
Ye who talked so flippantly about the
proclamation being of no eU'ect, what think
yo of the signs of the times ? The rebels
laughed when the proclamation was issued,
but they do not seem to be so mirthful now.
PlCKINO W THK PkKSWKNT's Ol.D
C1.0TUF.S. Nothing is more couimon than
to henr men who are opposed to the Pre
sident's Emancipation Proclamation tri
umphantly talking about the Pope's issu
ing a " Hull aguinst the comet." The
quoted words are part of a question ad
dressed by the President to tho Chicago del
egation previous to the issuing of his cele
brated Emancipation Proclamation. The
question is a characteristic one, and was
o'sked more to receive their solution to a
dif!R6ult question, than to indicate any con
viction of his mind in the affirmative. If
the question indicated a' doubt in'lhe mind
f .lie President, hia subsequent action

connection with his subsequent proelnrnn

financial ability, and wishing for various
purposes to ascertain his reasons for or
against the investment, might nsk him the
question, " Do you not think, sir, that it
would be n dangerous investment ?" This
question would give no indication of the
convictions of the. person asking it. Jf he
should subsequently invest, would it be
proof that he hud clmngrd his mind on the
policy or justness ol the speculation? t
is a little remarkable, that tho best argu
ments used against Lincoln's Proclamation
arc made out of old, icomont intellectual
clothes.
