A FEW DAYS AGOC. B. Booth, chair­

President Roosevelt in the interest of
the repeal of the desert land law and
homestead commutation act. He as­
serts that he has many proofs of frauds
perpetrated through these laws detri­
mental to actual homesteaders. The
President promised to look into the
matter.
T he financial condition of the United
States government in many respects
contrasts very favorably with that of
England at this time. England has no
surplus at all. Moreover, the securities
of the United States government are
far above par, our 2 percent bonds be­
ing quoted at 108. England's 2 1-2 per
cent consols are at 88. Since the be­
ginning of the Boer war in 1899 there
has been a shrinkage in the market
value of that security which has
amounted to about $600,000.000.
S plendid timber grows abundant­
ly ail over Oregon; but it is the Douglas
fir that is known the world over. The
largest specimen of this timber in Ore­
gon was on exhibit at the'World’s
Fair. The tree was 300 feet high and
40 feet in circumference at the base. It
was 118 feet from the ground to the
first limb. The age of this giant of the
Oregon pineries is estimated to be over
400 years. More ships carry masts of
Oregon Douglas fir than any other
timber. The largest and best flag staffs
are supplied by trees from the same
forests.
The amateur statesman and financier
who has been placed by the Republic­

tion and how he would build up Amer­
ican shipping. If theorizing about
what he would do, if he bail the power,

retary Shaw could go on with his va­

As secretary of the treasury he has.
however, enormous opportunities for
mischief, and his zeal for the Wall
street bankers, l>orn of numerous in­
terviews with the astute masters of I
finance who control the money and
stock markets, has led him to violate
the plain enactments of congress. Sec­
retary Shaw at the evident bidding of
the stock gamblers has been and is
doing the very acts that the Aldrich
bill that congress refused to pass would
have authorized.
That Secretary Shaw is entirely In­
capable of comprehending the simple
law that governs the movement of
money is shown by his extraordinary
efforts to increase the currency volume.
With one hand he deposits with the
banks the treasury surplus aud with the
other is retiring circulation, which the
banks find it profitable to do, as the
bonds that secure it have so advanced
in price that the banks find it is more
profitable to sell fS-m. The Increased

curity for the surplus cash Mr. Shaw
is loaning to favored banks without
interest So far as increasing the mon­
ey supply goes this is merely robbing

Secretary Shaw has evaded, if not
disobeyed, the law that provides for
public money being deposited with
banks by depositing $2,500,000 with
the St Louis banks without requiring
them to deposit United States bonds as
security. In this case he accepted state
and municipal bonds as security, and
bankers all over the country are de­
manding, on the same terms, their
share of the $40,000,000 that Secretary
Shaw says he will loan, besides the
$156,000,000 already loaned.
It is rather discouraging to those who
believe in a strict construction of the
law in all that relates to the care of
the public money that the evasion of
the law in the Interest of the bankers
by the secretary of the treasury is in­
dorsed by President Roosevelt. It
shows the desperate condition of at
least some of the banks that the presi­
dent has been forced to yield to their

of the present administration of the
money power and Wall street, if such
ever existed, has been adjusted for
political reasons and that the old alli­
ance between the Republican leaders
and the banks, trusts aud corporations
