T he falling off of the population of France, through a marked decrease of births, has been for a long time past a question which agitated the French government The latest proposition to check it comes from Col. Lontee of the general staff. He proposes that children and grand children shall have equal succession rights, so that a man with many chil dren shall receive a larger share than bis brother who may have none or few. This caused Andrea’s in tended husband to withdraw his suit; but the girl went bravely to work earn ing money for herself and mother by painting and by the needle. Recently she became blind on account of exces- 'e work. Ten days ago an eccentric iglishman heard of their'plight and oof the fact that Andrea possessed s loveliest black hair in the kingdom, went to the girl and offered her >1,000 for her hair. She accepted, had herself shorn, turned the money over to her mother and then ¿fired a bullet into her heart.
