Another move that should be inaugurat­
ed in Oregon is giving more publicity fo
our laws, both state, county and munici­
pal. It costs thousands of dollars an­
nually to cairy on our executive ma­
chinery, and many arrest» arc made of
persons w ho trespass through ignorance
of the law«, and many expenditures of
morev are made that sliouhl lie made
public, but a'e not. The closer the act»
of oni public servants are brought to tl.e
people the belter. Every ordinance in
a town, every charter of a town, every
meeting of the county couit, every act
of legislature should tie chronicled in pa-
l>ers where the act» or laws affect the
people. One reason why our lawyers
are usurping all the fat office» and repre

WHO IS IN ERROR?
Governor l’ennoyer lias not changed
his mind in tbe matter, although the
former suit—in which his commission
brought action in mandamus to coni[>el
ttie secretary cf state to issue warrants to
them for their salary—was decided in
circuit ami supreme court in favor of the
board of legislative creation.
He con­
siders his commission the only one, and
this suit is brought for the purpose of
reaching a decision.
There are those
w bo think the Faull commission is tin*
legal one, and then there are those who
believe the governin'» action was tin*
proper one in the premises.
This suit
w ill, at least, show what the court thinks
of it. It will very likely be appealed to
the supreme court at once after decision
tier.*, and tie in shape to come liefore the

sweet old face did not have many

her hand, and after she had given the
conductor her nickel she opened one of
them, at the same time adjusting a pair
of steel-rimmed «[lectacles to her nose.
As she read the letter a smile gathered
all over her face and then broke into a
laughing chuckle that everyliody noticed.
Another smile came, then a laugh and
more smile«, and tlie letter wai finished.
The little old woman was the happiest
person in tbe car and she seemed to
want to say soinetbing to somebody.
As she put away tbe first letter and
began opening the other one she turned

“Kreutzer Sonata” places Postmaster
General Wanan.alter in an unenviable
light before tbe public. It will be re­
membered I fiat, on the strength of the
Postmaster Genersi's refusal to allow the
book to be carried in the mails, a num­
ber of arrests were made tn the eastern
cities of persons who sold the book on
the streets. The presumption was that
unless the book was obscene, filthy, or
obviously immoral, it would not have
been refused the use of the mails, und,
on this ground, the authorities pioceed-
ed to suppress its sale to a limited
extent.
The courts, however, bavs
held that the book is not immoral, and
soon we shall see how the Pious John
prostituted his office to assist in a shrewd
advertising scheme. In its decision the
Court holds that "while the work may
be offensive to our opinions and convic
lions, it cannot justly be »aid to be of an
obscene or lewd character .noris it either
in its sentiments or lsngusge in any
degree calculated to minister to licentious
practices, or to gratify lewd desire, or to
encourage depravity in any form.” The
Court also holds that it is a novel
possessing little dramatic interest or
literary merit. This was all known to
the American publishers of ‘'Kzrtitzer
Sonata,” as well as they knew that in
the simplicity or liypocricy of Pious
John Wanamaker there existed a cheap,
shrewd and effective advertising medium.
They knew there was little in the book
to commend it to the iwpular readers of
fiction, and, in order to bring the work
before the public in a sensational
manner, a copy was sent to the Post-
master General with a question as to its
moral tone
The bait was snapped tip
in an instant and the public wa* imme­
diately informed by Pious John that
“Kreutzer Sonata" was to impure that
it could not lie tiai.sinito d through the
mails. Of Course the put lie was cur ous
to peru-e this grtasfy immoral produc
tioo, and, without having spent a cent
for advertising,
the publishers sold
several hundred thousand copies of the
liook.
Not only does the legal and
literary opinion of the Courts ditf.-r from
the views of the Postmaster-General, but
a number of the leading critics have
reviewed the work and are uniformly of
opinion that there is nothing in it which
could warrant the eiliy an 1 prFsumptous
decision of Pious John. W. D. Howells,
the novelist and critic for Harpers,
thn k< "Kreutzer Sona’a" a great work,
and the product of a master mind. He
does not believe, however, that it would
interest or entertain youthful readers.

of the brewers and soon be caught up at '

is better than we have known it for
sortie years. We have n-pealedly urged
that pressure should be brought upon
the Government to enact that lieer
should lie brewed from malt and hops
only; any other beverage rkould be
ralird by a dijTercnt nainr. Wo think no
stone shutild be left unturned to accom­
plish this purpose, which would have
been a great benefit to us in a year like
the present when prices rut.- nigh. No
doubt many brewer» will resin to substi­
tutes of some sort to reduce the cost.
