The Oregonian has asserted time and again, says tLe HascoSun, in speaking of the pro|>osition to tax the Portland water bonds, that even though they should be made taxable the owners would not return them to the assessor, and thereby they would escape taxation. A brief study of the secretary of state’s report for 1888 will convince anyone that the Oregonian is correct. The rejiort con tains some very instructive reading, as will be seen by a few items we gather from it. In the first place, Multnomah county pays more than one-fourth of the entire state taxes, being assessed at$22,- 254,485. Of this amount we take one item for the purpose of comparison with other counties, and to show that the Ore- gonian knew what it was talking about. Portland fa the mopey center of the state, yet pays less than Umatilla. Does anyone believe that the Portland capitalists have given in profier assessments? IloeB anyone doubt that in proportion Umatilla county pays on these items more than twenty times as much as Portland? Dues any of our readers believe this county contains one half or one tenth of the money,bonds ■»mlevidencesol indebtedness that Mult nomah does? Most assuredly not. The Portland water bill is dead, and the tax ation of the bonds no longer a question for argument, but the question has served one good purpose, and that is to draw attention to the fact that evidences oi indebtedness, es|ie<-ially around Port land, do not bear thr ir proportion of tax ation. Multnomah county lias set an example which is already being follow ed, and which is detrimental to the whole state. The valuations of property have been reduced in many counties for taxation purposes, and more are rapidly foilowing in this lead. In 1887 seven counties gave a decreased valuation, and in 1888, twelve; Marion heading the list witii a reduction of «3,000,000,and Grant following suit with a valuation decreased by |750,000. Benton decreased «280,000 in 1888, and Clackamas, reducing her valuations in 1887, found the change profitable, and made a further reduction in 1888. Does anyone believe that any county in this state has actually decreas ed in property values? A few’ more fig ures will show the state of anarchy in which the assessment law has fallen.and shows how ini|K>rt»nt was the measure so lightly laid aside by the last legis.a- ture, tho bill to establish new assess ment laws. Wasco county assesses sheep at an average of «2 per head; Multnomah, «1 ; Clackamas, «1.08; Lane «1.04; the balance of the valley and coast counties from «1 to «1.11,'while Crook assesses them at «1.72 and Grant at «1.50. In Wasco. Crook and Grant counties where sheep form a large por tion of taxable property they are assess ed the hignest, and in .Multnomah where bonds, mortgages and money constitute a large portion ol the property that proiierty is not assess«d at all. Wasco county’s cat tle are assessed higher than any other county's, so are her sheep, ami those two articles comprise the larger |s>rtiun of our taxable property. In view of these facts, her sister counties need not t>e surprised if they should find Wasco suddenly getting poor.
