The Modoc war grew out of events beyond the control of the State. The Indians In a sudden out break massacred an entire settlement in Lost river valley, and laid the val ley waste from one end to the other. An imperative call was made by the unprotected and menaced settlers in localities adjacent to the massacre ujkjii the State for protection. In answer ing this call, lhe Governor recognized the highest duty which the State owes to its citizens. The expenses of the war are represented by bonds bearing interest at seven percent., with twenty years to run.
