Mr. Hayes sorely vexes his brethren
nf the ultra rtrlpe, and it seems as if
an open rupture in Republican ranks
was imminent. His policy on South­
ern affairs don’t seem to please them
in the least. Wendell Phillips re­ 4
views him and his Cabinet very harsh­
ly,seemingrather indifferent as towhat
he says and how hard he hits them.
Blaine fairly effervesces with rage and
says something very grating about
Hayes’ title to the Presidency, Even
old Ben Wade has awakened aud talks
saucy to his whilom favorite, And
the end is not yet. Many of those
who upheld Mr. Hayes throughout are
suddenly becoming arrayed against
him. They have ceased hurrahing for
him some time, and now many are not
sure that he belongs in the Presiden­
tial chair at all. Hayes takes matters
very philosophically. The ranting of
his olisireperous brethren may perturb
him, but he does not evince it very
plainly. So far his Southern policy is
a great deviation from and much of an
improvement on that of his predeces­
sor. Perhaps be is attempting to cast
off the stigma attached to his Presi­ I
dential title by trying to do what Mr.
Tilden would have done—remove the
troops from the South and allow the
people there to govern themselves, he­
sides working other substantial re-
forms.

The Republicans toasted loudly over
the results of the recent .New Hamp­
shire election the day foilowing the
event. They claimed tn have carried
not only their Governor and a large
majority of the Legislature, but the
thrpe members of Congress in the
place of the two Democrats and one
Republican in the last House. More
complete returns soon abated these
exultations, especially in regard to
Congressmen; and it finally turned out
that the Democrats had re-elected
Jones in the First District, In truth,
notwithstanding the discouraging con­
ditions under which the Democrats
fought the «battle this bpring, they
made a handsome gain over the vote
of last Fall. Hayes then received 41,-
539 votes, and Tilden 38,509, giving
a majority of 3,030. At the recent
election the three Republican candi-
dates for Congress obtained 39,728
votes, and the three Democratic candi­
dates 37,648, leaving to the Republi­
cans a majority of 2,080. This is re­
ducing the Republican majority of last
Fall by 950. It puts another face on
the affair; and, with the complete re­
turns before them, the Republicans are
now naturally silent.

Turkey.
After much blustering and maneu­
vering, Russia has finally got up to
the fighting pitch and threatens to
make short work nt Turkey. How­
ever, European affairs are such that
one kingdom or empire cannot get in­
to a tussle with another unless some of
the balance have much to say in the
premises. Therefore, it is not unlike­
ly that some of the other Powers may
become involved in this disagreement
between Turkey and Russia, and an
extensive European war may be the
result. Turkey is well prepared to
offer determined resistance to the en­
croachments of her old enemy, having
lieen constantly preparing while the
European Powers were endeavoring to
conciliate matters. Less than another
week will probably fully develop the
situation.
Not for Mitehlpple.
The Oregonian emphatically denies
that it is now run in the interest of
Senator Milchippie. From the ten­
or of the article denying this soft im­
peachment one would imagine that it
is ratner against him than for him,
aiich is the verbiage with which it h
clothed. Those who seem to know be­
lieve the recent transfer ot the Ore­
gonian insures the defeat of our alias
Senator, as it is said Scott does not en­
tertain the best (>f feelings toward him
since he had Harvey kicked out of the
Cuilectorship ot Customs.
The consistency of Mr. llayes’ prac­
tices with his professions of desire to
reform the civil service, as enumerate»!
in his letter of acceptance and then in
bis inaugural message, is proved by
his ap|>oiutment of Samuel B. McLin
to the position of Associate Justice of
the Territorial Supreme Court of New
Mexico. McLin was one of the cor­
rupt and lyiDg Republican members of
the Florida Canvassing Board who as­
sisted in the alteration of the returns
so as to destroy the legitimate Tilden
majority and present the appearance
of a majority for Hayes. He is reward­
ed for his ••valuable services” by gift
of a Judgeship. Hayes in his letter of
acceptance, says the ExUminer, an­
nounced that his administration would
be based on “the old rule, the true
rule, that honesty, capacity and fidelity
constitute Hie only qualifications for
office, and there is no other cliirn.”
The only claim McLin has is “fidelity”
to Hayes, anil that fidelity led him to
count in a return from Baker county
which the board had unanimously de­
clared to be a false statement of the
vote actually cast, and to throwout the
vote of Clay county after the Court
had declared it must be counted.
McLin gets his Judgeship solely on
account of his services in the fraudu­
lent count—nothing more.
Laura D. Fair has filed a petition in bank­
ruptcy.
Frank Leslie, with a corps of artists, is t*n

Joyce is in tlie penitentiary and Haves in
the White House—both for receiving stolen
goods.
