law regulating the purchase of army
supplies is that wherever purchases
can be made in the vicinity of the
points to be supplied, without extra 1
cost, the local manufacturers and pro­ I
ducers must be patronized in prefer­
ence to contractors at a distance. And
it is said that one of the results of this
law is to give a San Francisco shoe
factory a contract to furnish all the
army boots and shoes for the Pacific
Coast. That is not as “local” as it
ought to be. Inasmuch as most of the
soldiers on the coast are in Oregon,
and at points naturally drawing sup­
plies from Oregon, says the Bulletin,
we insist that the Oregon factories
should have the contracts for all boots,
shops, clothing, blankets, bread, meat
and everything else that the army
needs in this quarter. Wont our dele-
