FRIDAY
For the past week we have been
receiving accounts by telegraph of
rioting and bloodshed in the Southern
States. Armed hands of negroes at
tacked the city.of Vicksburg, says the
Mercury, in the vain effort to reinstate
a defaulting colored Sheriff. A largo I
number of blacks and several whites
lost their li^es in the conflict which
ensued. And now comes the report
from Louisiana of trouble in that I
State, on account of false returns by
the Returning Board. One account I
has it that Kellogg has threatened
that the streets of New Orleans shall
run with blood. The condition of the
South is truly deplorable, while with a
tyrannical and usurping Republican ele
ment in the ascendancy in the general
government and thieving carpet-bag
gers in possession of the State gov
ernment, both charged with the mis
sion of enforcing the outrageous re
construction lavs, their condition is
pitiable. They being powerless in the
hands of their oppressors, it is not to
be wondered at that they at times l>e-
come frantic, and turn upon their op
pressors, with an avenging hand. But
we trust that more peaceful days are
approaching for them, when the Ti
mocracy shall supersede the present cor
rupt party in power.

We have received so very large a number
of letters from all parts of the coun

sold by the 30th, that we feel strengthened
in our sense of duty to the ticket-holders
and the Public Library, to make the post
ponement. Under these circumstances, we
have determined in the interests of all par
ties to postpone the concert and drawing to
Saturday, February 27, 1874, at which time
the drawing will positively take place, and
as a guarantee of good faith towards ticket
holders, we pledge ourselves to refund any
ticket-holder his money, upon presentation
of his ticket, should the drawing fail to come
off at the day now fixed. The past, we feel
assured, will be sufficient guarantee to all
interested that they will be fairly and hon
estly dealt with. Tho money paid for tick
ets is sacredly preserved against all contin
gencies until after the payment of tho gifts,
after which the expenses are to be reim
bursed and the Public Library paid its prof
its.
