the
Dalles Mountaineer of Aug. 12th is given
in full the decision of Judge McArthur,
of the Fifth Judicial District, in a case
brought in Union county, of much im­
portance to many readers. The main
point in the case was whether the de­
termination or order of a Register of
State lands under the Act of October 26,
1866, is a decwion, or Anal judgment or
decree, from which no appeal would lie.
Judge McArthur decided that the Regis­
ter baa no authority to issue such a
judgment or decree, but that the author­
ity to do so rests in the Board of State
I>and Commissioners. The decision of
Judge McArthur is so replete with com­
mon sense and the spirit of justice—to
say nothing of its soundness in law—
that we have no doubt it will be accepted
as conclusive.

Under the head of army expenditures,
for the fiscal year ending June 30th, I87l,
the Third Auditor of tlie Treasury paid
$33,884 to Oregon volunteers for services
in the Rogue River Indian War in 1854,
Captains Jesse Walker and Nathan Ol­
ney. Tlie whole amount of requisitions
for tlie army during the fiscal year end­
ing June 30th was $63,501,848, of which
$34,367,914 was for pensions.
