V Concluded. Population, Towns, &c. The population of Oregon is about 100,000 souls. The principal centrej of population is the city of Portland, the commercial emporium of the State, with a population of 15,000, situated 12 miles from the junction of the Willamette and the Columbia rivers. It is practically a sea port, the Willamette river being navigable for ocean steamers a well as sailing vessels. The commerce of Portland is very extensive. The other leading towns of . tho State are Salem (the capital), Oregon City, Albany Eu gene City, Corvallis, Junction and Harrisburg, all these on the Willam ette; Astoria, at the mouth ofthe Columbia, and Roseburg and Jack sonville in the southern part of the State. Means of Commiinir.a'.ion. Navigable Streams. The principal navigable rivers are the Columbia, which is navigable throughout the year to the Willamette, 100 miles from its mouth, thence eaatwnrdlv with two interruptions at the Cas cades and the Dalles, where there are railroad portages, to Priest's Rapids in Washington Territory, 39G miles from the ocean, and on its tributa ry, tho Snake river, to Lewiston, in Idaho, 470 miles from tho ocean. The Willamette river i3 navigable for ocean steam rs and sailing ves sels to Portland, 210 miles from the sea. and for river steamers for 110 miles during six mouths of the year, and for 50 miles during the whole of the year. The obstruction caused by the falls of this river at Oregon City, has been overcome by mc.un of locks. Several tributaries of the Willamelto are navigable during the winter season. Railroads. The Oregon and Cali fornio railroad is now completed from Portland to Roseburg, in the Ump qua valley, a distance of 200 miles. It follows the east bank of the Wil- lomette, and touches all the leading ! towns of the State. From Roseburg a stage route, 27.1 miles long, le. ds to Redding, in the Sacramento val ley, ihe present terminus of the Cali forni i railroad system. Another railroad, the Oregon Cen tral, is in course of construction from Portland up the west bank of the river. Fifty miles of it are now completed and operated. Various railroads are projected to connect Oregon with the Pacific roads and the railroad svs-tem of the Atlautic States. x Common Roads. The natural roads of the State are gooJ. The country being open and rolling, and the ground seldom frozen, they are near ly always in passable condition for marketing products from the farm. Commerce and Industry. Commerce. The vastness of the natural resources of Oregon, the de velopment of which has been very rapid during the la t few years, to- nctliop t i tli tnfms of infPTiinl ' tnmmiinintinn nlreadv described ------ - 1 and the favorable geographical situ ation oi the State, have given rise to a very active domestic and foreign trade; the latter, especially, has ob tained great importance. The pro duets of the Willamette aud Umpqua valleys are carried thence by the Oregon and California and Oregon Central railroads or by 6teamboats on the Willamette to Portland, from which place they are regularly ship ped to the United Kingdom, the Sandwich Islands, Cuina, Australia t and San Francisco. A cargo of wheat can be shipped from Portland, Ore gon, to Europe for less money than from Chicago, the great grain market of the "West. During the harvest year of 1873-4, 65 cargoes of wheat and Hour were shipped from Port land direct to the United Kingdom, add during the season of 1874-5 the number will be still larger. Tho Governor of the State, in his last message to tho Legislature, de livcred Sept. 1G, ir,71, says; "The I value of our exports lias reached n sum certainly exceeding ten millions of dollars. I estimate tho export value of our wheat and Hour nt nearly four millions,gold;oats, other grain and fruits, one million; wool, hides, meats, cattle and horses, two million; salmon, one million, five hundred thousand ; lumber and coal, one mil lion; gold, silver and iron, one mil lion, five hundred thousand. This exhibit for a population of 100,000 people is almost without a parallel." Industry. The production of lum ber has already attained very large proportions. Throughout the State saw mills are in successful operation. Much of the lumber is exported. Fine flour mills of large capacity are also found in all parts of the State, the most important of which are loca'ed in towns on the Willam ette river. The manufacture of woolen goods is already a very important interest. It has reached a value of no far from $l,000,0UO. There exists also iron furnaces and f oundries, machine shops, agricultu ral implement factories, paper mills, oil and flax mills and tanneries in tlie State. But, taken as n whole, the industry of the State is as yet moderately developed, and this not withstanding theunusal inducements offered bv its natural resources and the wants of its inhabitant. Various Other Interests. Lf.lmr TI "aye. Common laborors earn 2.00; mechanics, $3.50 to ?5.00; farm hands, $30 a month and found. These figures are in gold. Farm la borers and especially female rervants are in good demand. The latter earn as high wages at in California. Per sons with some means and a knowl edge of farming or a mechanical trade, can eaily establish themselves and, with frugality and industry, ac quire a competency iu a few years. Ruling Pried. For tho past two years wheat in bulk at Portland has averaged from 80c to 1 per bushel; oats 50c; apples 50c; potatoes 50c. ; corn $1; flax seed ?2; onions $1 50 per bus-hel; good avciage farm hors es, $100 each; oxen $125 per yoke; good average milk covvs $25;shep $3 per head; uool. common grad d9 35i per pound; beef on foot 5 to U cents; fresh pork 7c Tho currency of the country being gold and silver, tho above figures represent ligures ct-in prices paid to producers. I'rice of Land.-Ju the valley of the Willamette, good baush and timber lands can be purchased for $2.50 per acre, and upwards, according to soil and locatity. All tho prairie lands, which preponderate in tho valley, are, however taken up, but can be bought at from $8 to 50 per acre. Along the foot hills aud near the Cascade and Coast Range, and the cross ranges connecting them, small tracts or farms can bo purchased, with ample outside pasturage for ex tensive stock farms. The Oregon & m T-fc sm iamoruia it. iv. company nave a large grant of land from the United States Government, which they sell on very liberal conditions at the low prices of $1 25 to $7 per acre paya ble in United States currency. The purchaser can pay cash, in which case ho will be allowed a discount of ten per cent, of the purchase price, or he can have ten yeai &' time in which to make up the same by small annual payments, with interest at seven per cent, per annum. In this case tho purchaser pays down one tenth of the price. One year from the sale he paj's seven per cent, in terest on the remaining nine-tenths of the principal. At the end of the second year he paj-s one tenth of the principal and one year's interest on the remainder, and the same at the end of each successive year, until all has been paid at the end of the ten years. Taxation. State taxes are 51 mills; county taxes from 5 to 12 mills, both exclusive of school taxes, which amount to 3 mills. School. The common school sys tem of Oregon ia much better than that of the older States. The State is also well . provided with institu-4 tions for more advanced education. Thre is a large State .school fund accumnlating, which will eventually be nearly sufficient to support free school IJoxo to gel to Oregon. Emigrants from the Eastern States and Canada will do best to purchase through tickets to Portland, Oregon, which can be had at the following places: Baltimore, Boston, Chicago, Galves ton, Montreal, New York, Omaha, Portland (Maine), Quebec, aud St. Louis. The fare on Emigrant trains to San Francisco, and thence bv steerage on Steamer to Portland will be as follows: From Baltimore $75; from Boston 7C; from Chicago $70 50; from Galveston $90; Mon treal $75; New York $75; Omaha $C0; Portland (Maine), $75; Quebec $75; St Louis $70, United States currency. Emigrants from Europo can reach Oregon either via Panama or New York. The steerage faro by English or German steamers from Hamburg or Southampton to Colon, thence by railroad to Panama, and thence by steamer to Poitland, Ore gon, is $92 50, gold, including food. For the New York route emigrants can obtain through tickets from Glasgow or Liverpool to Portland, Oregon, for $73, gold, by applying to Mr. P. Fleming, Government Em- igration Agent, 41 Reform Streot, Dundee, Scotland. From Mr. Flem ing, who has personally visited Ore gon, or from the Central Labor Agency, Long Acre, I, London pam pnlets descriptive of Oregon, and verbal advice and information may be had free of charge. At tho Cen-tx-al Labor Agency a collection of photograpic views and agricultuial products f re in Oregon may also be seen. The eminent statesman, the late William H. Seward, spoke as follows in the published account of his visit to Oregon : 'It is in Oregon, so far as I am able to determine, aud nowhere else, that the Pacific climate with its cold summers and mild winters, embra ces and produces a higher and more varied fertility than is elsewhere re alized. The fruits of Oregon are un surpassed in quality and nnequaled in abundance. Wheat and other ce reals grow and ripen here almost without care, as abundantly as they do with the use of irrigation in Utah while the native foil, everywhere covered with fern and annual flow ers, provokes the farmer to tho culti vation of the potato and other escu ent roots. What acquaintance I have had with tho adventurous miners, descending the Columbia river, satisfies me that if it were pos sible for the laborers to fail in other occupations, ho would even in that case find an abundant reward in the gold deposits of the mountains. The useful metals und minerals abound everywhere, while a vast hydraulic power invaluable under all circum stances, and indispensable in new communities, is distributed through out all parts of the State." THE TERRITORIES. Evanston, Wyoming, has a China man with a bullet in his brain, and appears to do just as good a job of washing as a heathen with less gale na riches in him. The mining news from Arizona is vary favorable. The Silver King nine, near C7lortnce, has 2,500 pounds of picked ore, worth $2 per pound, and twelve tons worth from $1,000 to $1,200 per ton. Tho United States marsal of Utah arrested twenty-five miners, at one haul, at Little Cottonwood, the oth er day. They "had taken forcible and lawless possession of the South Star nnd Titus mine, andhenco tboir arrest. Hilliard, Wyoming, had a sensa tion, in the shape of a suit for breach of promise, an old bachelor being the plaintiff.and a seventeen-year-old girl the defendant. The girl's fath er ia a contractor, and has piles of greenbacks, while the old bachelor hasn't a red cect. THE OREGON AND WINNEMUCCA "RAILWAY-VISIT OF THE CEN " TRAL PACIFIC DIRECTORS. For some time post, as wo learn, negotiations have bec-n making and a long correspendenco had between directors of tho Oregon Central Pa cific (Winnemucca) Railway Compa ny, and certain capitalists of New York, for the construction of the Winnemucca railway, tho result of which is that a jaranty and offer in writing has been mado by those capitalists to furnish money to build and equip the road comp'eto from Portland to Wiuriemucca within threo years, on two conditions. These are: I'irtl. That the people of Oregon subscribe $1,500,000 of tho stock of tho company which is not required to be paid up till tho road has been built and tho cars are running through from Portland to Winne mucca. Second, That tho Winnemucca Company obtain guaranties in writing for 20 years from the Direc tors of the Central Pacific, that tho latter will give to the pcoplo oi Ore gon precisely tho same rates of fares and freights from Ogden, over the Central Pacific road to Wiuncmuuc ca, us they now give, or may hereaf ter give to California, in order that Oregon may have for these 2'J years the samo rates and time of transit os Ca'ifornia. The object of the capi talists iu making these stipulations, is that the people of Oregon shall own their own road, or havo a pecu niary interest therein, and that Portland and tho wholo Northwest coast may be in n position during tho currency of tho railway bonds, to compete on equal terms with San Francisco aud California in railway advantages, facilities aud rate3, to as thus to secure to the proposed bond holders that tho interest will bo du ly paid on their bonds. It socms iuey nave every commence in the success of tho Winnemucca road, from the fact that it ha3 two connec tions; 1st, with the Eastern States via Winnemucca, nnd 2d, with Cali fornia aud Southern Pacific roads, which must connect somewhere in the Klamath country, each of which they think will be self-supporting. It will bo remembered that the Railway Committee of tho Portland Board of Trade, and Mr. B. J. Pen gra waited upon tho-directors iu San Francisco in May last. That meet ing was for the puoposeof ascertain ing what running connections and fare and freight terms the Central Pacific would give to the Winnemuc ca road and the people of Oregon. The Central Pacific directors, with out then committing themselves to any definite agreement, stated ver bally, and in a general w-ay, that they would bo prepared hereafter, when negotiations were fully matured for building the Winnemucca road, to sign agreements and go into such working arrangements with the Ore gon company as would be satisfacto ry to tho people of Oregon. Accord ingly a committeo of the directors of the Central Pacific Company, con sisting of ex-Gov. Stanford, C. P. Huntington, Esq., nnd DJ D. Coil ton, Esq., will reach Portland this evening (July 12), to confer with the directors of the Oregon Central Pa cific Company among whom aro W. S. Ladd, II. W. Corbett, Henry Failing and others of our weathiest citizens-as to the proposed work ing arrangements between the two companies. The Central Pacific di rectors will also, while here, exam ine the North-Pacific coast general ly, including the Puget Sound, after which they will return to Portland , whence, with two or more of th Or egon Central Pacific directors, they will proceed over the westside road and other conveyance to Eugene, and thence eastward by the proposed line of the Winnemucca road over the Cascade rauge. of mountains to Wiuoemuccji. After meeting the Winnemucca surveying party who aro now out they will re turn to tho Klamath Lake country, where tho connection is to bo mado with the California system of roads, -and from this poinfc return to San Francisco overland. Mr. B. J. Pengra and William Koehlcr, Kiq., tho representative hero of the German bondholders, left here last Saturday with the train to Roseburg to meet tho Central Pa cific directors, and these gentSemou will all return in the president' car of the Oregon & California Railway, reaching Portland to-night. A Western editor appeals to his delinquent subscribers! by saying: - "This week wo have taken iu pota toes and pickles on subscription. Now, if you will bring in some vino- gar for the pickles and somo wood to roast the potatoes, we can live till artichokes get big enough to dig." When a boy falls and peels the ' skin off his nose, the first thing ho does is to got up and yell. When a girl tumbles and hurts herself bad ly, the first thing she docs is to get up and look nt her dress. Two "birds" escaped from a ton thousand dollar cegcf at lAjbany, last Monday night. They were jail birds and tho $10,000 was paid by tho county for tho building from which' they escaped. H. T. West, of Greeley, has a keepsake, in the shape ot a gold ring ' which is over 2,000 years old, and was taken from the ruins of Nine- veb. The body of another of the victims of the snow-slides ia Big Cottonwood. Canyon, Utah, last winter,' was dag' out of the snow recently in a good btatc of prcecr ration.
