Ham, who resides on North High stret. This morning rWneh Inspector C. M. Young made 1 ' i -ugh examination of the diseased animal, pronounced the case malignant pink-eye, and estab llshed a strlot quarantine. Every eflort will be made to prevent a spread of the disease, which would be disas trous to horse-owners generally. Cottage Grove Happy. Cottaok Gbovb, Or., March 12. A telegram was received here today from Rneeburg announcing that the suit of G. G. Warner vs Bruneau A Jennings Bros, was decided In favor of the de fendants. This was a suit to deter mine (the ownership of the Helena mine, In the Bohemia mining district, which Is probably the richest mine on the Paoiilo Coast. Ninety-five per cent of the people here are satl-fied with the verdict. Bruneau A Jennings Brosbave run out 500 feet of tunnels, and have expended about $12,000 in 'abor and machinery, and have at tbe present time $200,000 tn sight. We have been Hsked and have heard others asked, in fact it is a common inquiry, whether the proposed amendment to the constitution on "Initiative and re ferendum," n to be voted on at the geueral election lu June. It has been proposed ouly once by the Legislative Assembly and must come up again and obtain a favorable action, before it can come before tbe voters of the state. This concession will doubtless be made by the legisla ture next winter to those who have to long Insisted on the submission to the people of Oregon the question whether this method of legislation should lie Introduced Into our system.
