An unverified report was posted on the stock exchange today to the effect that General Buller bad reorotsed the Tugela at three different points, and is making a systematic deploy toward l.adysniitli. The Uoers are intercepting Buller at various places along the line and lighting of a general nature is said to have occurred all day. It is further reported that the British now occupy l'roiska west of Kimberly. The discussion in parliament reveals the fact that a lack of confidence exists in the present management of the war. AFFAIRS IN KENTUCKY. Frankfort, K, Feb. l.-Wm. Goebel is still n.liv and passed a comfortable night, but his condition is yet critical. The vitality of the man is remarkable, as the attending physicians announced yesterday he could not live through the night, The sympathy of the militiamen now guarding the capitol is divided between Goebel and Taylor. Appeals have been circulated asking the people to drive out the militia, but there seems to be no disposition to take aggres sive action. Excitement continues intense and the present tension cannot long be maintained. Either peace will be restored, or there will be wholesale crime yet to be recorded more horrible then anything which has occurred in the United States for years. Taylor still controls the militia, and their presence here is an unknown quantity so far as time is concerned. Millek, Kugene Dear Bit: The following decision has been rendered by this department rela tive to the salaries of district clerks: The directors of any school district may pay their clerk such compensa tion as Is, in tbeir judgment, necessary; provided, such compeDsatloD is not paid out of the common school fund. The law specifically mentions the purposes to which the common school fund may be applied, ami the salary of the sohool clerk Is not mentioned therein. The only reference to the clerk's salary is Id coddccUod with the collection of taxes, and It is evident that the intent of the law was to pay the olerk for his services from the mon ey derived from the district tax and not from the common school fund.
