The War Department has practically decided to send five thousand Western troops to Aid Admiral Dewey as fast as ships can be secured for transporting them. Advices just received here state positively that Manila has fallen and the stars and stripes are now floating over the Philippine Islanda. Americans have cut the cablo near the Philippine Islands.
