A corrccjwndent of the Portland Telegram ay: "Jle wan twice elected to the leginluture and again county judge by a bandnomc vote in a county of CO) republican majority. He is u native non and a friend of the 'ople." The white tieoplo of the South have ninee the war been taxing thciiiHcIvcg to provide education not only for their own children, but for thows of the negroen. Many of the negroes are with inrreatdng intelligence liec'iining proMrty holder, and Home of them in Lou isiana have accumulated fortune of from .0,000 to IMO.OOO. The New York Sun 8av that one day Ut week l'J.OOO.ODO wan the Hum paid a AugUMt dividendn on American railroad, and f'J ,000,000 additional was aid u interest on railroad bond ttecurities. The American producer is not dead by any means an long ad he can pro ilucw such sums as tliene. It is a good sign of returning good times when the railroads resumo the pay ment of dividends. It now transpires that Or. Atuk-k.of Cincinnati, is the dis coverer of a euro cure for consump tion. The discovery has attracted much attention among the phycic ians of both the new ami old world, and a number of the latter will shortly sail for America to inter view the American physician. If this discovery shall materialize for the relief of those alllicted with this dread disease, it will lie no more than those who have watched the immense htrides of scientific inves tigation have been led to exjK-ct. Pendleton K. .: "The Oregon- ian says the trade outlook is not very encouraging. It would be more encouraging if Portland was as good a market for wheat as San Francisco, ns it should be. Wheat should bring us much in Portland as in San Francisco, but why it don't is an obstacle in the wav of 'liettcr times' to all of Oregon." For this reason, and the high freight rato charged by the S. P. K. II., it is likely that the bulk of the Lane county grain crop will be shipped by the O. P. K. ii. to the California metroolis. Portland should wake up. The Hradstreet Mercantile Agen cy reported 3, failures in the Pa cific t'oast states and territories for the wwk as compared with 32 for the previous week and 12 for the eorrcsHiuling wick in 18'J2. The failures for the past week are di vided among the trades as follows: Five general stores, four gnx-crs, three drug, three saloons, two liv ery, two Units ami shoes, two ho tels, one hardware, one fancy goods, one harness, one printer, one log ger, one optician, one wholesale provision, one furniture, one mil linery, one builder and one manu facturer of weather stris. The city intends improving nest Kighth ami lilair streets, and the same will cost the property owners adjoining several thousand dollars. The notices asking for bids are otcd up in three places in the city on dead walls, ami it is lucky if one of our citizens out of five hundred ever comes across them. And still Kugene is all the time advertising to the world that she is the educational town of Oregon. Again, is such means of attempt ing to advertise important con tract just to thiwe who must jay for the improvement. The council hhould remedy this evil at one. The vple would sutain such ac tion. The convention of the Pan-American lUmetallic A'sncMtion has 1st n called to mit t at SL Louis, Mo., commencing Tuesday, lVti ber Oovernor Pennover h.is just issuitl commissions to five of the representative men of Oregon to le present or, that occasion, a follows: Captain (leo. II. Monet t. editor of the Kvening Telegram. Portland; (ilen O. Holmsn, attor ney, Portland; e-Mayor Van II. Iv'ljishmutt, Portland; Hon. J. K. Il.miig, La tirandr; and Hon. J. K. Fi.iil these condition assume soinethiin' like normal projK.rtiou. in v r;' marketl improvement can be ex jst'titl. Wheit no doubt has reached bedrock prices, however, and whatever change comes must be for the better. The strong jxtsi lion of freight ir.ites against wheat, but it would seem reasona ble to expect that tonnage having now reached a very profitable fig ure will give way to wheat, which has sulli-red so much. The question i many times asked why so great a difference in market values should lie sustained lictwecn San Francisco and Portland; also between Walla Walla and valley wheat. Their are several reasons for the difference in values between San Franciico and Portland. One is because Walla Walla wheat will not come up to the standard of No. 1 California shipping. This to gether with the difference in freights, form .he main reasons. It is generally understood that valley wheat has u sjieeial Europ ean market value, U-cause of its more excellent quality and uniform Urry. It is u soft wheat and makes very white flour. It i much sought after by all the lead ing confectioners and bakers of Eu ro tie. Another thing that may Is- in teresting to Umatilla county farm ers in explanation of the pro nounced difference in the price In tween Sail Francisco and Portland markets relates to the tonnuge question. A'San Francisco Juan, 0. W. McNeer, began ojs rations early in the season to gain control of us many vessels us jKissiblc, and has succeeded to a large extent. Thus San Francisco is in a lietter situation than Portland and the Sound, as regards tonnage. An other jKjtent fact lies in the ability of ships, San Francisco being a large city with varied demands, to carry in tirofitable cargo's, and they may load, also, with other products besides wheat. The less cost of entering and leaving tin.' ort is still another factor. Everything considered, the grain producers of this section seem to have much to contend with beside the depressed condition of the gen eral market. A notice postetl on the front door of a susK'ndcd western bank read: "This bank has not busted. It owes the jstiple ;!ti,(HX, and the icople owe it t.Vi.OlX). It is the ts-ople that are busted. When they pay us we will pay them." Ncwspajicrs have very queer ex jicricnees with liln l suits brought Uh)ii groundless charges, but the story of the Little Kock, Ark., (ia xette is a little more extraordinary than usual. Scventn-n months ago the (iazette puhlishetl an As sociated Press account of a murder committed in one of the out coun ties of the state. An attorney wrote to the liazette, protestit.g that the accused was wholly inno cent, and the (iazette, with n de sire to do all justice, printed an article explaining the source from whence it obtain the information and published such vindication as the defendant desi nil, giving this article the same prominence as ac corded to the Associated Press dis junct). This was unsatisfactory, and the attorney at once brought suit for 110,(110 damages against the (iazette. The case is still jt'nd ing, but, in the meantime, (he man who is suing has lai n indicted for and convicted of the murder. What effect the latter development will have on the jury that tries the damage suit remains to be seen.
